Your letter must state that it is a request under the Freedom of Information Act and that you are 

willing to pay fees up to a certain amount.  Even though the FBI should consider individuals on 

this list to be deceased, you should include separate proof of death (e.g., copy of a newspaper 

obituary) with your request.  You should also mention that the individual whose files you are 

requesting is on the "RIDS dead list."
