International cooperation
International cooperation in the field of labor relations has a wide range of interaction with the Ministry and all its structural units and foreign partners. It also occupies an important place in the general system of international relations of the Republic of Uzbekistan. In particular, the Ministry of establishing, developing and expanding partnership relations is carrying out targeted activities with:
Foreign agencies responsible for implementing employment, labor relations, migration and social protection policies;
International organizations;
International financial institutions.
To date, 28 cooperation agreements and memoranda of understanding have been signed regulating the international cooperation of the Ministry of Employment and Labor Relations with foreign partners.
Currently, the Ministry of Employment and Labor Relations of the Republic of Uzbekistan has established close cooperation relations with the ministries of labor of the Russian Federation, South Korea, Japan, Turkey, the United Arab Emirates, the USA, Azerbaijan, Kazakhstan, and Tajikistan.
Close cooperation with UN agencies and international institutions is being carried out.
In particular, the Ministry is one of the main national partners of the International Labor Organization. Accordingly, the Republic of Uzbekistan has been a member of it since 1992. Since its adoption, Uzbekistan has ratified 15 ILO conventions.
The signing ceremony of the Memorandum of Understanding between Uzbekistan and the International Labor Organization - 2017-2020, which took place in Tashkent on February 28, 2017. It is aimed at extending the period of implementation of the "Decent Work State Program".
As part of the fair labor state program, measures are being implemented to improve labor legislation, raise awareness of the population about labor rights, raise the legal culture of the population, and create a feedback mechanism aimed at prompt response to violations of labor legislation.
Within the framework of cooperation with the UN Development Program in Uzbekistan, the Ministry of Employment and Labor Relations is implementing a project dedicated to the active promotion of youth employment in Uzbekistan.
The main parts of the project are: supporting and encouraging youth employment through an active labor market policy, developing youth and women's entrepreneurship and starting business startups, as well as supporting and providing services to youth employment. is to expand the possibilities of showing.
UNICEF is one of the main partners of the Ministry in the field of social protection of the population.
In 2016, within the cooperation program of the Republic of Uzbekistan and UNICEF for 2016-2020, a joint plan of cooperation between the Ministry of Employment and Labor Relations of the Republic of Uzbekistan and UNICEF was signed.
It should be noted that the main directions of this cooperation are as follows: 1) evaluation of the social protection system; 2) increase the national capacity for development, implementation, monitoring and evaluation of social protection programs; 3) Development of social protection policy and systemic reforms; 4) Development of a single register / integrated management information system (IMS) for the social protection system.
Also, the ministry is one of the strategic partners of the International Organization for Migration.
On November 27, in Geneva, at the 109th session of the UN Migration Agency ILO Council, Uzbekistan's application for ILO membership was supported. Thus, Uzbekistan became the 173rd member of the International Organization for Migration (IOM).
Mutual relations with the Korea International Cooperation Agency (KOICA) are actively conducted. In particular, the project "Development of vocational training opportunities in Uzbekistan" is being implemented jointly. As part of it, vocational training centers are being established in the city of Tashkent and the regions of the Republic.
In 2012, the first vocational training center was opened in Tashkent with the support of KOICA in order to train graduates of vocational colleges and unemployed citizens in the professions required in the labor market. Over the past years, more than 2,500 boys and girls have been trained in it, and they have been provided with jobs in their specialties.
In 2015, work began on establishing a similar center in Samarkand. In the framework of the project, an educational laboratory and auxiliary buildings, a workshop and dormitories were built. This center specializes in training specialists in car maintenance, locksmithing and welding, electrical engineering, electronics, as well as information technology.
In February 2019, the project of the Samarkand Vocational Education Center was supplemented by the launch of a joint business incubator and training programs for startups. This will certainly create additional employment opportunities for the residents of the region.
Currently, it is planned to launch such centers in Fergana and Khorezm regions.
In 2018-2021, according to the country's business plan between Uzbekistan and ADB, a skills development project in the amount of 100 million US dollars is envisaged for the modern economy.
This project is aimed at strengthening the relationship between the labor market and the vocational education system, improving the quality of vocational training of the unemployed and young people, improving the management of the vocational education system, and ensuring the employment of the population. includes targeted activities.
According to the country partnership program between Uzbekistan and the World Bank in 2016-2020, it is planned to create a project to strengthen the social protection system in the amount of 50 million US dollars in 2019.
The project will introduce an effective program of social support for the disadvantaged sections of the population by creating a single social register of people and implement measures to actively provide stable jobs to the unemployed in the labor market.
Also, the Ministry is one of the partners of the International Finance Corporation's socially responsible and sustainable cotton production development project in Uzbekistan and is a member of the Advisory Council.
This project is creating practical examples of socially responsible and environmentally sustainable cotton production and harvesting without the need for forced labour.
