I. INTRODUCTION
“My mother tongue, so sweet the sound,
How dear you are to me!
Were my heart made of stone or steel,
To speak it proud I would be.”1


Actuality of the work: When the Republic of Uzbekistan became Independent, there have been many changes in various spheres of country life, as well as, in educational system. Great attention is being paid to younger generation. There were many reforms in education and other fields of social life. On December 10, 2012 the first President of the Republic of Uzbekistan Islam Karimov signed a decree “On measures to further improve foreign language learning system”.
It is noted that in the framework of the Law of the Republic of Uzbekistan "On education" and the National Program for Training in the country, a comprehensive foreign languages’ teaching system, aimed at creating harmoniously developed, highly educated, modern-thinking young generation, further integration of the country to the world community, has been created.2
Teaching foreign languages in Uzbekistan has become very important since the first days of the Independence of our country which pays much attention to the rising of education, level of people, intellectual growth. As our first President I. A. Karimov said: “Today it’s difficult to revalue the importance of knowing foreign languages for our country as our people see their great prosperous future in the cooperation with foreign partners”.3
Moreover, the Head of our state has informed the international community in detail about the reforms being carried out in Uzbekistan. “Carefully preserving the wisdom of educated young generations, we consciously taking on the resolute reforms and are committed to shaping the new image of the country”, – the President of Uzbekistan has declared from the UN high rostrum4. It means that our President Sh.M.Mirziyoev has been paying much attention to the development of our education system.
It is commonly believed that English is becoming a widely used language, and through it, one can participate in a variety of social activities, because language is more than simply a way of expression, it helps people form relationships and know how to interact in different social contexts depending on sociolinguistic situations. English is one of the most important languages of the world. 
Many people are aware of the value that the English language has in today's world. For that reason, the demands for learning it are increasing every day. There are different factors which make that language dominant and important; some people see it as their window to the outside world in the sense that they can use it as a medium of communication with others from different countries because it is widely spread. Others believe that through that language they can check recent researches and read books from other countries so it represents for them a source of knowledge. It is widely recognized that the English language is becoming an effective means to communicate, to participate in international business activities, and to obtain information about the events all around the world. All things considered that , our President Shavkat Miromonovich Mirziyayev is paying great attention to teaching and learning English.
This research is a multiple case study that focuses on the design and implementation of web-based language courses and what can be learnt from the experiences of English language teaching professionals who have been involved in web-based instruction (WBI) in these areas. The specific aims of the study are to determine the factors that the course designers have taken into account in the design and implementation of web-based courses, how the design and implementation of the web-based courses were effected, and course designers’ views of possible future directions for developing and implementing web-based courses. The study was carried out with a group of teachers who have designed and implemented web-based courses in English as Foreign Language (EFL) settings. The data collected from these participants is used to make recommendations for Bilkent University School of English Language (BUSEL) in anticipation of the development of web-based instruction there.
