MINUTES
LELAND GROVE CITY COUNCIL INSTRUCTIONAL RESOURCE CENTER . 2000 CHATHAM ROAD . LELAND GROVE, ILLINOIS
on 26 August 2014 by Mayor Rex Bangert. A quorum was present. The following members were present or absent as indicated.

A motion was made by Alderman Egizii to approve the minutes from the 22 July 2014 Regular Meeting. Alderman LaMantia made a second to the motion. By roll call vote, the motion carried:

Alderman Kniery made his report first and was excused from the meeting due to another obligation.
A motion was made by Alderman Hetherington to approve unpaid warrants from the general fund, P-08-934, in the amount of $10,562.56. Alderman Egizii made the second to the motion. By roll call vote, the motion carried:
Aye – LoBue, LaMantia, Hetherington, Moll, Egizii Nay – X
Absent – Kniery
A motion was made by Alderman Hetherington to approve unpaid MFT warrants, P-08- 935, in the amount of $142,843.40. It was noted that this amount was the total payment for the road repairs on Chatham Road. A second to the motion was made by Alderman Egizii. By roll call vote, the motion carried:

A motion was made by Alderman Hetherington to ratify paid warrants, P-08-936, in the amount of $59,778.12. A second to the motion was made by Alderman Hetherington. By roll call vote, the motion carried:

CITY ADMINISTRATORS REPORT
General update. PUBLIC COMMENTS Alderman Egizii gave recognition to 9 th Grader, Ben Whitlock, for being a good citizen and saving the life of his neighbor.
Dick Edwards of 2012 Huntleigh, a resident of Leland Grove for 34 years, addressed the Council of his many grievances. He was advised that any changes to the area have resulted through initial requests of the residents of the areas affected, supported with petitions and then passed through majority vote of the Council.
City Attorney Morse reviewed current legal actions. City Attorney Morse is the FOIA Officer for Leland Grove. Incoming Chief Dan Ryan is trained on handling FOIA requests and will eventually take over the handling of such requests of the Police Department.
Alderman Hetherington reviewed the proposed Appropriations Ordinance and offered suggestions which were added to the final ordinance distributed. A motion was made by Alderman LaMantia to approve the Appropriations Ordinance as presented in the total amount of $1,053,102.50, ordinance, 399. A second to the motion was made by Alderman Egizii. By roll call vote, the motion carried:

City Attorney Morse mentioned the proposed Automobile Impoundment Administrative Fee ordinance.

Alderman LaMantia is representing the City of Leland Grove for the Sangamon County Natural Hazards Mitigation Plan.
Police and Public Safety: Alderman Egizii o
A monthly police report summary was distributed. o
Congratulations to the new officers and promoted officers.
Human Resources: Alderman LoBue o
A motion was made by Alderman LoBue at the recommendation of the Personnel Committee to have the title of Sergeant reinstated and approved according the job description created. A second to the motion was made by Alderman Egizii. By roll call vote, the motion carried:

A presentation and swearing of the new full-time and part-time officers took place. Mayor Bangert spoke of the history of the Leland Grove Police Department and the great service they provide. Jerome Village President Mike Lopez spoke about the team work and shared interests between the Village of Jerome and the City of Leland Grove. Retiring Chief Gleason spoke of his tenure and the good work anticipated by incoming Chief Dan Ryan. Chief Dan Ryan spoke of his new role. Sergeant Kenton Oliver was congratulated in his promotion. The following new officers were sworn-in:

Alderman Moll noted that the repair work on Chatham Road has been paid for and was under the estimated cost. o
The work bid from Egizii Electric needs to be scheduled. o
The stop sign and Cherry & Outer Park and also at Outer Park and Laurel still needs to be moved to its permanent location. o
$6288 to remove the power pole and to bury the lines may be a cost to Leland Grove. The city engineer will need to do an updated layout to be consistent with the proposal in the Long Range Plan.

Drainage issue at Ash and Wiggins can be corrected right away if the cost is below $5000 and therefore below the cost for bids. This project needs to be completed asap. Alderman Moll will meet with City Administrator Stone. o
City Administrator Stone and Alderman Moll will meet at the corner of Illini and Cherry to determine if the drainage issue can be done in-house. This will be a spring project. o
There will be a temporary fix regarding the pavement issue at 1800 Illini. If this does not suffice as a permanent fix a different approach will take place. o
Laurel and west Illini entrance to Illini Road, and $50,000 for the Cherry and Willemore to Bates section. These areas will be MFT projects.

Alderman Kniery distributed the permits requested and discussed their status and progress. o
Alderman Kniery provided an update on the action regarding 2040 Willemore. City Attorney Morse will follow-up on the issue and report at the next meeting.
An update on the stop sign grant was provided by Alderman Hetherington.
Alderman Hetherington brought-up the cooperative effort initiated by the Leadership Council. Alderman Egizii attended the most recent Leadership Council meeting and stressed the importance of the involvement of the City of Leland Grove. The Council was in agreement that we would be interested and would participate in any cooperative efforts. A statement was submitted indicating such interest.
