Lt. Col. Scott Rutter (Retd), Director, Business Development, Communications and Tactical Networks, BAE Systems and National Spokesman and Board Member Trag- edy Assistance Program for Survivors (TAPS), shared his personal experience from the Iraqi battle field. The commitment is more than providing soldiers; it has its economic, dip- lomatic and information side. Mr. Rutter underlined the importance of interoperability of forces and preparation of soldiers to understand the full spectrum of operations even be- fore a real combat. From the new US President, he expects staying the course and com- mitment in Afghanistan.

For new NATO member states, Article 5 still has its relevance. He emphasized that any further agreement with Russia should not be made at the expense of the EU.

What still has prevailed in the US approach to EU is the tendency to talk to big states, not to presidency, to take the EU as a trade block and avoiding its political structures. The third panel was chaired by Ambassador Ortwin Hennig, EastWest Institute, Brussels. The panel analyzed the raising confidence of Russia, its latest steps including using gas as a political instrument and expected development in the context of the Europe divided over the question what should be its strategic approach to this country. On the other hand Russia is an important partner when dealing with number of security issues. However, even Russia will likely to be hit hard by the economic crisis. “Ukraine is not a chal- lenge to the EU, but a contributor to the common European security.“ w w w .g lo b se c. o rg In the beginning of his address, Mr. Borys Tarasyuk, Chairman of the European Integration Committee, Ukrainian Parliament, he stated that “Ukraine is not a challenge to the EU, but a contributor to the common Euro- pean security”. However, he critically pointed out that the EU had not learnt a lesson from previous signals and still lacks the common energy security strategy and is now facing Russia which uses its resources as a geopoliti- cal instrument. “Divide and rule” is a principle of Russian foreign policy. Thus, he suggested creating a mecha- nism to deal with this specific issue
According to Mrs. Oksana Antonenko, Senior Fellow (Russia and Eurasia) at the International Institute for Strategic Studies, London, the relations between EU, NATO and Russia are not good when looking under their surface. Although Russia is not part of the USSR anymore, it will last several generations until the memo- ries of the USSR will not influence its policy. In her opinion, NATO-Russia Council is not an ideal platform. “Less is more”. And this motto should be also implied when indentifying areas of cooperation between NATO and Rus- sia. She also outlined the possible opportunities: cooperation in antipiracy operations; fight against drugs in Af- ghanistan; and tactical anti-missile defence. She noted that G20 could be also a very effective mechanism to involve Russia and give it a role and responsibility. Since interdependency is a reality, the gas and financial crisis create opportunity for strategic cooperation.
Mr. James Sherr, Chatham House, Head of Russia and Eurasia Programme, London, remarked that during the gas crisis, Russia not only behaved like it was not a member of Euro-Atlantic community but also as if it did not wish to be a part of it. Unfortunately, Ukraine failed to behave like a country wishing to be a part of Euro -Atlantic community as well. Russia is irritated by the EU, it does not have any respect for the EU. Russia still wants to be a leader of stability and security in post-soviet region and this ambition is fuelled by its nationalism. “We are dealing with a country which is motivated both by very strong sense of injury and insult” said Sherr. “What we are facing today,” in his view, “is the spreading of post-soviet models of opacity”.
Mr. Dmitriy Talanov, Head of NATO Unit of the All-European Cooperation Department, Ministry of For- eign Affairs of the Russian Federation, characterized the current NATO-Russia as being at a crossroads. In his opinion, NATO made a mistake when it froze its cooperation with Russia last year in August. Russia is prepared to raise old questions including enlargement and anti-missile defense, which are considered crucial for Russian security and could lead to destabilization. However, it is unthinkable Russia to be a member of NATO, as he confirmed in the further discussion.

day: press conference with participants from all relevant Slovak media, round-table on topic “Transatlantic relations after election of Obama” with 20 Slovak and foreign policy experts a ceremonial evening with two core leitmotifs: unveiling of the memorial plaque dedicated to Woodrow Wilson, 28th President of the USA in the historical centre of Bratislava for his support to Slovaks in their quest for freedom and establishment of the Czechoslovakia and presentation of Awards of the SAC to extraordinary personalities, who have significantly contributed to the transatlantic relations and to the entry of Slovakia to NATO (Amb. Martin Bútora, former Slovak Ambassador to USA and Mr. Robert Kaliňák, Deputy Prime - Minister and Minister of Interior, former Chairman of the Committee for Defense and Security of the Slovak National Council). The Atlantic Treaty Association was represented by Amb. Gyorgy Banlaki, ATA-Vice President, and whole event was attended by approximately 200 people, members of Slovak security community.

Slovak Atlantic Commission took place as a reaction to worsened Slovak- Hungarian relations in previous months. Both aim and message of the conference were clear: to prove that cooperation on civic society level between Slovakia and Hungary is positive and vibrant and in the world of security threats and confrontation, shared values, history and alliance in NATO and EU represent unique guarantee of security. The seminar “Security and the Visegrad countries – Proposals for effective cooperation” was organized within the framework of the 4th annual GLOBSEC 2009 international conference. Through gathering most influential high-politics, non-governmental, corporate and intellectual leaders of Visegrad countries, the primary aim of the project was to evaluate the possibilities of effective close co- operation between the V4 countries in the field of security and defence policy. The event came up with tangible proposals for cooperation in these fields that will be further elaborated and adopted on political as well as practical level by the member states.
Because the Visegrad countries share common values and interests, there exists a large space for them to adopt and defend com- mon positions towards key issues in the sphere of security and defence policy. The seminar pre- sented a forum for creating synergy of the views of security distinguished experts and thus achiev- ing more effective addressing of regional and global security threats that can lead not only to higher success in the accomplishment of com- mon goals, but also to the reduction of resources needed from individual states. The intention of the latest issue was to reveal and investigate one of the most dangerous security threat of 21 st century: “The Cyber Terrorism.” Cyber attacks, being considered as a recent but hidden danger, could have devastation consequences for our society. Mr. Brian Bottesini, the researcher from NATO Consultation, Command and Control Agency, characterizes the international cooperation in the fight against cyber terrorism from the point of view of NATO. According to another sound expert on cyber security, Mr. Bruce Jones, Estonia became a victim of a huge cybernetic aggression. Moreover, the extent of readiness of EU member states to resist the possible cyber attack is analyzed in the Interview with European Network and Information Security Agency (ENISA) National Liaison Officer for Slovakia, Mr. Rastislav Machel.
To demonstrate the orientation of the EURO-ATLANTIC QUARTERLY towards transatlantic values being embodied within North Atlantic Treaty Organization, the next issue will be dedicated to 60 th
anniversary of NATO and its future perspectives. Mr. Stephen Blank, the researcher at the Strategic Studies Institute of the United States Army War College will express his views to the future of NATO in „NATO at 60: What lies ahead“ article. The Slovak Minister of Defence, Mr. Jaroslav Baška will evaluate 5 years of the Slovak membership in NATO, laying ahead our future perspectives.
Ms. Oksana Antonenko, the Senior Fellow at the International Institute for Strategic Studies, will analyze the possible development of the NATO partnership with Russia. In the next issue, you will find the interview with Mr. Jamie Shea, Director of Policy Planning in the Private Office of the Secretary General, who answers our questions on the Declaration of transatlantic security. Slovak Atlantic Commission, continuing in successful conferences organized in co- operation with the Ministry of Defence of the Slovak Republic, prepares another conference that will deal with the fifth anniversary of the Slovak membership in NATO and the EU.
The conference, which will take place shortly after the NATO Summit in Strasbourg/ Kehl, will be an opportunity for an assessment of Slovak membership in the Alliance and es- tablishment of new perspectives and chal- lenges.
Slovakia is not any more a passive consumer of security, the deployment of our soldiers is seen as a part of profitable membership in NATO and the EU. Cur- rent period is, therefore, very important for Slovakia and a discussion of Slovak and international professional community for such topic is necessary as well.
In the autumn 2009, Slovakia will host NATO Defence Ministerial Meeting in Bratislava. More then 28 Ministers of Defence and hundreds of other distin- guished participants not only from the Euro-Atlantic area will take part in the meet- ing of the Ministers of Defence of the NATO member and partner countries. The Slovak Atlantic Commission in co-operation with the Ministry of Defence of the Slovak Republic will organize a side conference to this event.
The aim of the conference is to connect a political debate at the level of defence ministers with broad Slovak and international expert community in the re- gion and to connect closed formal debate of ministers with informal atmosphere of the conference. As the NATO Ministerial Meeting is strictly limited by the number of official delegates and its talks are top secret, the attendant conference repre- sent the only platform for the connection with broader security community and through the media with the public as well.
Themes of the conference will reflect the current international a security topics within NATO agenda. It is mainly subject of Afghanistan, modernization of armed forces and the question of qualification and new security challenges. We assume that the most crucial topic will be a discussion about a new strategic con- cept, a discussion about financing maintenance of operations and modernization of armed forces. NATO–Ukraine Civic League, Danish At- lantic Treaty Association from Denmark, Atlantic Council of Ukraine, and NATO Information and Documentation Centre in Ukraine came out as or- ganizers of this event.
most active representatives of Ukrainian state structures and civic organizations with a Euro– At- lantic vector of their activities from different parts of Ukraine who are interested in further spreading the information on Euro– Atlantic security in Ukrainian society. Public officials, state and regional administra- tion representatives, representatives of state security and defence sector, Navy Forces of Ukraine in particular, Defence forces of Ukraine, representatives of civic organizations in Ukraine and students were involved in leading through the Academy.
Congratulating the participants of the Academy the Head of NATO–Ukraine Civic League Serhiy Dzherdzh noticed that similar measures allows to enlarge the network of Euro-Atlantic Centers over the whole Ukraine. “Academy of NATO – is the best way to attract public figures and statesman as well as militaries towards the informational activities. Owing to this event we have succeeded in gathering an interested audience where hearers from different regions of Ukraine can take part in the work of Acad- emy”, - he pointed on. Michel Duray – Director of the NATO Information and Documentation Centre in Ukraine, considers the conduction of the Academy to be very successful. “For a second time we have joined to the Academy NATO and we are sincerely expecting the continuation of this project in Ukraine”, - Mr. Duray mentioned.
Danish Atlantic Treaty Association from Denmark came out as an organiser of NATO Academy. The Secretary General of the ATA, Troels Frøling, and Mr. Ivan Andresen, DATA, have already paid their devoirs to Ukraine several times. “We are pleased with the level of preparation of the Academy” – Mr. Frøling mentioned. He was pleasantly surprised with the participant’s knowledge who took an active part in considerations and discussions.
Political counsellor of Hungary Embassy in Ukraine Layosh Sabo, president of Atlantic Council of Ukraine Vadym Hrechaninov, Mrs. Katarina Kovacheva – counsellor, assistant of extraordinary and plenipotentiary Ambassador of Slovak Republic to Ukraine, Volodymyr Furashev – National centre on Euroatlantic integration issues and some others have also made a speech in front of the Academy hear- ers.
Within the session participants presented their own experience in conducting informational work considering the questions of Euro-Atlantic security in different regions of Ukraine, Lviv, Donetsk, Vin- nyca, Zhytomyr, Ivano–Frankivsk, Mykolaiv, Sumy, Kharkiv regions, Kyiv and Sevastopol in particular. While leading through the Academy lecturers had a nice possibility to answer the overwhelming majority of different questions that were put up by the participants and recorded by organizers. Principal problems and perspectives of Euroatlantic integration in Ukraine, actual processes in international relation and internal policy of Ukraine were ascertained during the Academy.
“This is an extremely useful experience” – one of the participants shared his opinion. “I shall be pleased to take part in the next Academy of NATO and I hope that organizers will have luck to attract the audience towards public discussions in the sphere of transatlantic security even more actively”. The Atlantic Treaty Association (ATA) is an organization which acts as a network facilitator in the Euro-Atlantic and beyond. The ATA draws together political leaders, academics, and diplomats in an effort to further the values set forth in the North Atlantic Treaty.
Since the end of the Cold War and the dissolution of the Warsaw Pact, the role of the Atlantic Treaty Association has changed considerably. Given the shifting nature of security politics, and NATO’s continued transformation, the ATA now works beyond the borders of the Euro-Atlantic – promoting new initiatives in Central and Eastern Europe, the Mediterranean, and the South Caucasus. Following the ascension of the new NATO countries in 1999 and 2004, the ATA membership expanded considerably, and naturally its security focus has shifted eastward.
The ATA is active in NATO’s Partnership for Peace (PfP) and Mediterranean Dialogue programmes, as well as in direct- ing its own initiative, the Central and South Eastern European Security Forum (CSEESF).
The Atlantic Treaty Association seeks, through discussion and political channels, to support the values set forth in the North Atlantic Treaty: Freedom, Liberty, Peace, Security, and the Rule of law. As such, the ATA acts as a forum for debate in which member associations can realize common interests and democratic goals in the ever-changing security environment of the 21st century.
The ATA is now fully dedicated to engaging the youth of the Euro-Atlantic through close cooperation with its youth division, the Youth Atlantic Treaty Association (YATA). YATA seeks to educate and promote debate amongst the succes- sor generations in an effort to create responsible future political leaders who have an understanding of the values set forth in the North Atlantic Treaty.
The Atlantic Treaty Association firmly believes in the strength of the transatlantic relationship – one which is funda- mental to the stability of the international system in the 21st century. As such, the ATA remains instrumental in bridg- ing values from both sides of the Atlantic in its effort to underpin the broader goals of the NATO Alliance.
