Road Construction Standards

In the construction of roads, the following urban planning norms and rules are applied:

However, according to para. 1 of the Decree of the President of the Republic of Uzbekistan “On additional measures to deepen reforms in the construction industry of the Republic of Uzbekistan” dated March 13, 2020No. UP-5963, until December 31, 2028 on the territory of the Republic of Uzbekistan foreign technical regulation documents in the sphere of urban planning (see below) can be applied along with national regulatory documents, including at the stage of examination of project documentation, on condition:
adaptation of project documentation prepared on the basis of foreign regulatory documents with the development of special technical conditions that provide compensatory measures in terms of discrepancies with national regulatory documentswith the involvement of local design and survey organizations;
covering of the costs by the customer (investor) of paying for the services of independent foreign specialists and consultants, attracted, if necessary, by the authorized body when considering the adapted project documentation, regardless of the result of such consideration. The Government’s primary objective in the transport sector is to improve the
efficiency of international road corridors. The reconstruction of A-380 Guzar-Bukhara-NukusUzbekistan /Kazakhstan Border (1,204 km) is a government priority project in which work on
some sections is ongoing.3
The pavement condition of the A-380 has deteriorated due to
deferred maintenance and an increase in traffic.
10. The A-380 serves as an increasingly important international corridor between
Afghanistan/Tajikistan/Turkmenistan and Kazakhstan/Russia. The reconstruction of A380 will
reduce vehicle operating costs and travel time of the domestic, regional, and transit traffic,
thereby contributing to the growth of domestic and international trade in the area, and
promoting regional cooperation with neighboring countries.
11. The Government also plans to improve other international road corridors and
strategic roads, including M-49, which has been reflected in the Government Program for
2007-2010. The planned road rehabilitation and reconstruction needs adequate maintenance
to ensure its sustainability. Uzavtoyul is responsible for maintaining 42,530 km of common
roads. The routine and periodic maintenance works are delegated to 20 state-owned road
construction enterprises across the country. The lack of modern road construction and
maintenance equipment mainly from the difficulties associated with securing hard currency
has resulted in inefficient implementation of routine and periodic maintenance of road works.
It also limits their capacities to bid for larger projects.
12. A systematic approach to prioritizing road maintenance interventions and
development planning would help the Government better assesses the real need for road
maintenance and development. Although ad hoc surveys are undertaken, there is no network
condition database for rural and local roads. This is urgently required. Only with
comprehensive data can the extent of the maintenance backlog be quantified and a
prioritized remedial maintenance program be developed. The enhancement of those
practices as necessary and arrange appropriate training to ensure that sector staffs are
proficient in their implementation.

CONCLUSION

The Inspection for Quality Control of Road Building Works under the Ministry of transport of the Republic of Uzbekistan (hereinafter referred as to “Uzroadinspection”) is a government body exercising control over the compliance by legal entities and individuals with the requirements of the legislation on urban planning and regulatory documents in the field of technical regulation in the sphere of design, construction, reconstruction, repair, maintenance and operation of roads and artificial structures, as well as the production of road building materials , products and designs. Uzroadinspection carries out its activities on the basis of the Regulations on the Inspection for quality control of road building works under the Ministry of transport of the Republic of Uzbekistan (RCM dated April 19, 2019 No. 337), according to which it:
monitors the adopted technical solutions in design documentation for the construction, reconstruction and overhaul of highways, as well as supervision over the quality of their development;
ensuring control over the compliance of the changes made to the design and estimate documentation in the process of road construction with the requirements of regulatory documents in terms of technical regulation in the field of road construction;
provides control over the quality of construction and installation works, their compliance with the requirements of regulatory documents in terms of technical regulation in the field of road construction and design and estimate documentation;
conducts control tests, measurement of road building materials, products and structures used at the road construction facility;
conducts constant monitoring of technical and author’s supervision, as well as test road construction laboratories;
applies administrative measures in violation of the requirements of the legislation on urban planning and regulatory documents in terms of technical regulation in the field of road construction, production of road building materials, products and constructions;
