AMERICA BY THE EYES OF JOURNALIST 
RESUME 
During September 29 — October 21, 2001, Tоshpulat 
Rahmatullaev participated in the International Visitor program on 
“The Role of Media in Democratic Society». He had an opportunity to 
learn about the life of American people, and was very impressed by 
media and journalists’ work in the U.S. After his return to Uzbekistan, 
T. Rahmatullaev wrote a number of articles that were published in 
Uzbekistan’s national and local press. His articles drew a wide interest 
among local journalists, especially among journalism faculty students. 
This became a reason why T. Rahmatullaev decided to expand on this 
topic and to wrote a book in Uzbek and Russian called «America by the 
Eyes of Journalist”.
The book covers the following issues. 
FACTORS PROVIDING THE FREEDOM OF SPEECH 
 
This section deals with the factors providing the freedom speech in 
the USA, such as the constitution of the USA, exactly the first 
amendment in 1791, independent judicial body, private bodies of 
Mass-Media. 
There are some examples when the low, judicial body defends 
journalists. The power of the USA Mass-Media is great because it 
openly discusses all the problems and informs the public. People know 
that the statements and speech of journalists influence on making 
decision from the central and local power. Mess-Media is the mediator 
between the government and people, playing the role of real forth 
power.

Journalism in the American democracy that controls all the power 
structures including the officials. Journalists begin their independent 
investigation when there is violation from the authority. The 
investigation of journalist is for revealing cases of corruption, fighting 
for justice and informing people. 
The people understand that the person irrespective of his position 
should listen to the public opinion. Otherwise another will replace the 
official. 
One of the editors of the «East valley tribune» newspaper said: 
«Every time after our critical statement we have some threatening 
calls from the city governments. They warn us that they won’t give the 
information for the newspaper. But they know that we elect every 
member of the government and they need us. Electors should know 
about them. They have to collaborate with us and to give us 
information. According to the law about the transparency of power. 
So the factor ruling the relations between Mass-Media and the 
officials is an accountability of authorities structures before electors. 
FACTS AND PRIVATE OPINION 
This action is about correlation of facts and private opinion in 
American journalism. In the journalism of the USA there is an 
understanding that facts and private opinion by its feature aims, 
problems greatly differ from each other. The main task of journalist is 
to give the facts. To provide objectivity he is obliged to address the 
number of the sources. Specialists think that the main task of 
journalist is to interpret the news, not to create. 
There is a rule, which should be followed by journalist «If you take 
up the pen, forget your own opinion. Let the reader has his own 
opinion». 
Of course, every journalist has his own opinion but together with 
the specialists’ comments it is printed separately from the section of 
news.

The activity of newspaper «East valley tribune» is considered as an 
example. 
 
LOCAL NEWS IS THE CENTER OF ATTENTION 
Local News is of the great interest to the population of the USA. 
People try to know everything about the city, the changes. It is 
connected with political activity of the population, people try to be in 
the center of the events, to take part in social life. It is remarkable that 
the population read mostly local newspapers than others. For example 
newspaper «Press Republic» is published in edition of 23000 copies in 
the Plattsburg city with the population of 26.000. It is necessary to 
emphasize that the Americans’ treatment to the new changed after the 
events in September 11. Statistics shows that the number of TV 
spectators, radio-listener is increasing and the edition of newspapers 
raised up. Before the event in September CNN was sending news to 
250000 subscribers, but in 2 months it’s number increased to 2 mil. 
During this period «New York Times» increased it’s daily edition to 
100000 copies and «New Russian Word» —to 27%.
