The importance of the development of international relations in Uzbekistan is becoming the object of many researches today. This is the reason for a more in- depth study of the field of diplomacy in linguistics. Therefore, the study of the economy and terminology of this field in our country can be a proof of our opinion. However, due to the lack of scientific research in this field, there is a need to more widely explain the issues related to diplomatic language. In the diplomatic dictionary, diplomacy is a non-military means of implementing the state’s foreign policy, a set of practical measures, methods and ways that are used taking into account the specific conditions and the nature of the tasks being solved. It is defined as the official activity of state leaders and governments, ministers of foreign affairs, international institutions, diplomatic missions abroad in the implementation of the goals and tasks of the state foreign policy, protection of the rights and interests of the state and citizens abroad [1, 25]. 310 According to the Oxford dictionary, the word “diplomacy” means foreign relations, the provision of state authority by state bodies, the peaceful protection of its rights abroad, and the achievement of foreign policy goals. “In the narrow sense, diplomacy is the art of conducting interstate negotiations and signing agreements”. Also, it was commented as: “The term diplomacy in a broad sense is the science of foreign relations or foreign affairs, and in a narrow sense - it is the science or art of negotiations” [3,44]. Diplomacy is often studied as a process, a historical phenomenon, along with the factors influencing it in different periods of time. Foreign policy is one of these important factors, which includes diplomacy. Therefore, without studying it, it will not be possible to understand diplomacy as a subject of research and a specific phenomenon of social relations. In the international arena, especially in a period of tense relations between states, the tactics and strategies of diplomats in their daily diplomatic activities play the most important role. First of all, diplomacy is an art used to establish and maintain international relations through various methods of communication. These techniques have their own speech expression, the reflection of which we see in a number of diplomatic documents. The art of a diplomat lies, among other things, in the ability to use speech techniques correctly. Diplomats are, first of all, spokesmen for state interests. For modern linguistics, the study of the specifics of the diplomatic language is of particular value, which, despite the states nature inherent in the diplomatic substyle, is in constant development due to the rapid changes in foreign and domestic political events. The development of the diplomatic service is reflected at the language level in the emergence of new lexical units of diplomatic communication, which require an accurate transfer of semantic meaning. The study of the peculiarities of the translation of diplomats’ speeches is of particular interest from a linguistic point of view. Modern international relations cover all new areas of communication, including those areas that were traditionally considered. The study of the linguistic means of modern diplomacy, the study of diplomatic communication from the 311 point of view of its strategic nature and from the standpoint of the linguistic understanding of the diplomatic document allows us to consider additional aspects of the process of functioning of international interaction. The success of diplomatic communication, which takes various forms is largely determined by the communicative competence of the subjects. Three separate things are referred to when the phrase “diplomatic language” is implemented. In its most basic meaning, it refers to the actual language that diplomats use when speaking or writing to one another. In its second definition, it refers to those technical expressions that have permeated common diplomatic jargon throughout the years. And in its third and most common definition, it refers to the careful understatement that allows diplomats and ministers to express frank opinions to one another without being unfriendly or offensive. As stated, “diplomacy” is the use of judgment and tact in the management of official relations between the governments of independent states. Therefore, it is evident that a statesman or diplomat is implying that his/her country would intervene in the debate if he/her tells another government that cannot remain indifferent to some international controversy. Diplomatic language is an expression used to refer to two different concepts. Firstly, it is the language in which official diplomatic relations are conducted and international treaties are drawn up. Secondly, it is a set of special terms and phrases that make up the generally accepted diplomatic vocabulary. At the first, there is no mandatory single language for conducting official diplomatic relations and drafting international treaties. Gradually the principle of equality of languages is affirmed. With rare exceptions, state bodies of external relations conduct official correspondence, especially the exchange of diplomatic documents in their national languages. As for the second meaning of the concept of “diplomatic language” as a set of special terms and phrases included in the generally accepted diplomatic lexicon. The share of such terms in modern diplomatic documents is very insignificant. About the language, about the style of diplomatic documents, there are a number of 312 noteworthy remarks in the book by H. Wildner “Technique of Diplomacy”: “Diplomatic style,” should be distinguished primarily by simplicity and clarity; this does not mean the way of expression, but it has the classical form of an official- functional style, which knows how to choose for each object the only word that is suitable under the circumstances” [2, 56]. A key tool in international politics is diplomacy. Understanding the fundamentals of international diplomatic procedure and etiquette is necessary for the training of highly trained diplomat service specialists. There are two basic notions that are covered by the term “diplomatic language”. First of all, it is the official language of diplomacy and the language of international accords. Second, the phrase “diplomatic language” refers to a group of words used in the context of diplomacy. The language of diplomatic documents is the language in which a given state speaks to the outside world, it is largely used to judge the face of the state. Therefore, rather high requirements are imposed on the language of diplomacy. Thus, the language of diplomacy can be considered as a language for special purposes, as it reflects a specific field of activity. The language of diplomacy is characterized by the frequent use of terms, including those of Latin, Greek and French origin, abbreviations, euphemisms, flexible wording and high-style expressions and the language of diplomatic documents affects the image of the state. The language of diplomacy is also characterized by a complex syntax, including the use of sentences complicated by participial phrases and homogeneous members. It’s no secret that Latin served as the first international language of diplomacy before French took its place. Because of this, modern diplomatic language has a large number of Latin and French vocabulary. There is a trend toward language equality in today’s globe. The vocabulary used in international relations (diplomatic service, diplomatic law, diplomatic protocol, and diplomatic etiquette) is a complex, dynamic system. As a result, terms from the following terminological categories are included in the term “diplomatic terminology”: diplomatic agents / 313 representatives, diplomatic ranks, diplomatic papers, diplomatic procedures, diplomatic visits, diplomatic missions, diplomatic rights and privileges of diplomatic receptions, among others. Thus, comprehensive encyclopedic knowledge, internal culture, interaction experience and continual diplomatic training all contribute to intercultural communication efficacy in the diplomatic realm.
