мавзусидаги халқаро илмий-амалий конференция материаллари тўплами 188 Strengthening macroeconomic stability, actively attracting foreign, first of all, direct foreign investments to economic sectors and regions, creating favorable conditions for the development of private entrepreneurship on the basis of state-owned privatized objects, many tasks related to complex socio-economic development of regions, districts and cities have been defined. In our country, the work on increasing the efficiency of free economic zones, technological parks and small industrial zones, and establishing new ones is gaining importance. Just one example is «Special Economic Zones», «Rational Use of Energy», «Family Business», «Approval of the Urban Planning Code of the Republic of Uzbekistan», «Precious Metals and Precious Stones», «Transport» Laws «Ensuring the seismic safety of the population and territory of the Republic of Uzbekistan» and about 30 decrees and decisions serve the development of the industry today[9]. With the Law of the Republic of Uzbekistan «Special Economic Zones» adopted on February 17, 2020, the organizational and legal foundations of trade and industry were strengthened, and relations in the field of organizing the operation and development of special and free economic zones in our country were regulated. For example, in order to further strengthen the economy of New Uzbekistan, which is developing day by day, increasing the number of special and free economic zones, further developing the industry, expanding the production of quality products for the population's consumption, increasing competitiveness, ensuring employment of the population is the demand of the times. Free economic zones provide comprehensive and efficient use of production and resource potentials in the regions, opening of new jobs on this basis, ultimately increasing the stable income and well-being of the population. The provision of various benefits and facilities to the business entities operating here will inevitably become a decisive factor in the development of business for representatives of the private sector to realize their initiatives and projects without hesitation. In this regard, only 3 such regions were established in our country during 2008-2016, but by this day their number has reached 23. 453 projects with a total value of 2.6 billion dollars have been implemented in free economic zones and about 36 thousand jobs have been created. Participants of free economic zones were exempted from land, profit tax, property tax of legal entities, beautification and social infrastructure development tax, single tax payment for micro-firms and small enterprises for three to ten years, taking into account the amount of investments. Also, starting from September 15, 2021, the participants of special economic zones are given the right to pay value added tax and customs duty with a delay of up to 120 days (in installments) without interest when importing components, raw materials and materials used in the production of products and for their own needs. It is envisaged that the procedure for reimbursement of the amount of excess value added tax to the participants of the special economic zones will be strictly followed within seven days. Such a procedure allows entrepreneurs to recover an average of 350 billion sums of value added tax in a short period of time and increase their working capital [10]. Download 0.98 Mb.
