The Russian Officer Resettlement Certificate Program in
St. Petersburg Oblast 
The Russian Officer Resettlement Certificate program in the Oblast of St. Petersburg started on March 10, 1995.  At
the time of the of the program suspension on May 31, 1995, 445 officers. had received certificates.  This represents 74
percent of the 600 officers who would have been housed under the terms of the MOU.  The first MOU was signed on
February 28, 1995 to house 300 officers and an MOU amendment to house an additional 300 officers was signed on
April 12, 1995.
Site Selection:
The Oblast of Leningrad had been approached by Abt in September of 1994.  After several meetings it became clear
that the Oblast did not want to participate in the program because they
were not satisfied with the beneficiary split.  In other words the Oblast wanted to be able to select  more than simply
ten percent of the officers who would receive certificates, as specified by the MOU.  The city of St. Petersburg,
which has a federal status independent of the Oblast,  could sign the MOU.  Abt approached the city knowing that
the city would be a favorite place for the officers returning from the Baltics.  On our initial site visit to the city of St.
Petersburg we identified a building site with over 120 units available with prices within the $25,000 cap as specified in
the MOU.  We also found out that the municipality had 200 units that would be ready for occupancy within four
months and an additional 200 units that would be ready for occupancy within six months.  The city of St. Petersburg
was the most popular site for officers living in the Baltics because of its port facilities, and other employment
opportunities.  The Mayor’s office in the city of St. Petersburg was also in complete support of this program.  The
Pricing Center within the Department of Construction supplied us with  unit costs.
After issuing three hundred certificates the city requested an amendment for the MOU.   This amendment would
allow us to issue an additional 300 certificates.  The amended MOU was signed on April 12, 1995.  The Oblast
administration also signed a letter of understanding from USAID.  The Oblast administration agreed to support up to
200 officers under the terms as specified in the MOU.  This letter was included because a construction site with 120
units available for occupancy was located a few hundred meters outside the city border.
Bank Selection:
Most of the ISBs have  affiliates or branches in St. Petersburg.  Baltiyiskiy, Petrovskiy and Bank St. Petersburg were
approached and given RFPs,  because they all had a strong working relationship with the city administration and had
headquarters in St. Petersburg.  Bank St. Petersburg was selected on the strength of their proposal.  With extensive
computer networks, the bank assured us that the program data would be stored on computers, making our weekly
reporting far less cumbersome, and regular cross verification possible.  The bank also assured us that they would
create a team dedicated to working on this project for the life of the program.  In addition Bank St. Petersburg was
selected on the recommendation of the administration of the city of St. Petersburg and approved by Minstroi.
The subcontract signed between the bank and Abt Associates provided that Bank St. Petersburg  received $1,000
for every processed officer.  For the 438 officers who have closed on their units, the bank has received $438,000 in
payment.
A modification to the subcontract was signed adding a new task : verification of officer occupancy of their units. 
The bank received $ 15,000 to do this additional work.  To date they have verified that 238 officers have moved in. 
Pricing:
The Department of Construction for the Oblast sent us pricing data and the pricing projections were done by Abt
Associates Inc.  The amounts paid for the redemption of the certificates are listed below:

Certificate extensions and cancellations
Within one month of receiving their certificates, officers had to find a housing unit, negotiate the price, and sign a
presales contract  with the offeror or owner of the unit. This contract defined the terms and conditions of the sale,
and committed both the buyer and the seller to complete the purchase transaction within three months.
Occasionally the officers were unable to sign the presales contract within one month of having received their
certificates.  The bank, on behalf of the officers applied to Abt associates Inc. to have the one month deadline for
signing the pre-sale contract extended, and Abt Associate gave the bank the decision after consulting with USAID. 
Usually an extension was requested if the officer was unable to return from the Baltics in time to sign the pre-sale
contract.  When an officer was granted such an extension, the officer still had to sign the final closing contract
within four months of  receiving the certificate.  Since most of the available units were at or near completion, the
officers were able to sign the pre-sales contract soon after receiving their certificates.  
If the builder was unable to complete the unit on time, or if the builder backed out of the pre-sales contract, the
officer would be granted an extension of the four month deadline to close on a unit.  Again an application for
extension was submitted by the bank and the decision reached after consulting with USAID. When municipal units
are completed by the Department of Construction, responsibility for the units is handed over to the Department of
Housing within the city.  This department is generally responsible for housing citizens who are on the waiting list for
public housing.  In this program, the Department of Housing was given responsibility for the units, and they often
delayed making the units available for the officers.  This made it necessary to have the four month certificate
extended for many officers.  Likewise the Department of Construction was often unable to complete the units on
time, and extensions had to be granted to officers in these  units. 
Of the officers who received certificates in St. Petersburg
7 certificates were canceled
7 officers had their one month search period extended
96 officers had their four month certificate duration extended.
Issues
Municipal Units
Many units were purchased from the city.  Thus, the unit prices provided to us had be verified by an independent
firm.  AUREC, our subcontractor for the implementation of the program in St. Petersburg, was able to confirm the
prices as submitted by the Department of Construction.
The Department of Housing is generally responsible for housing people on the local waiting list.   We found that
this department sometimes did not inform officers from the Baltics that units were complete, because they wanted to
make sure that the officers who were selected from the local waiting list received housing first.  When we found out
about this practice, this issue was brought up before a joint Department of Construction, and Department of

Housing meeting.  The Department of Construction agreed to post a list of the available units at each briefing and
the Department of Construction assigned a person who would be responsible for making the lists available to all the
officers.  This would essentially eliminate the role of the Department of Housing, although they did get the lists of
officers who had received housing.  The Department of Housing would in turn inform the local administrative bodies
about who had been housed.  In subsequent briefings the agent from the Department of Construction made a brief
presentation, and listed all the housing available.  All the officers were also given his name and telephone number. 
We also monitored the allocation of housing after this meeting to make sure that the practice of selectively informing
officers it did not continue, and found that indeed the practice had stopped.
