Rights and obligations of personnel

1. The concept of social partnership and its essence 2. Employment contracts

It is considered a special type of social labor relations characteristic of the market economy, and it is aimed at ensuring the optimal ratio of the main interests of different social groups, primarily employers and employees.

Social partnership
Basic principles of social partnership: * State assistance in strengthening and developing social partnership on a democratic basis; * interest of the parties to participate in contractual relations; * strict adherence of social partners and their representatives to current laws and regulatory documents; * equality of the parties and confidence in mutual relations; * do not interfere in each other's affairs;
  • ensuring in practice the fulfillment of obligations accepted by social partners;
  • mandatory performance of agreed agreements;
  • ensuring constant control over the execution of agreements, contracts and decisions made within the framework of social partnership;
  • responsibility of the parties, their representatives, officials.


Employees, employers and the state are understood as subjects (parties) of social partnership .


of employees. Representation and protection of interests of employees in labor relations can be carried out by trade unions and their elected bodies or other bodies elected by employees (Article 21).

Employers. Representation on behalf of the employer in the enterprise is carried out by the officials of the administration within the framework of the powers granted on the basis of labor laws and other regulatory documents, their charters and regulations (Article 27).
    • State. State management in the field of labor is carried out by the Ministry of Labor and Social Protection of the Republic of Uzbekistan and its territorial bodies (Article 9).
