It is believed by some that they have the right to use water as they want. However, others assert that government should supervise the use of clear water as it is limited resource in the world.
On the one hand, some consumers waste freshwater more than necessary, despite of fresh water shortages occur over the world. They consider that allowing unlimited access to water is a matter of personal freedom as well as nobody has a right to cut back their water use. According to statistic, 50 percent of water we lost due to ineffective methods and systems. The world facing global water crises on account of overuse and wastage of ater. As a result, billions of people face some form of water stress.
On the other hand, it is necessary to control the effective use of water by the state. In the near future, water shortages are predicted to worsen. Most of the fresh water is used for agricultural purposes. In many countries, water is used inefficiently due to the poor irrigation system. Such situations lead to water scarcity. A classic example of this is the Aral Sea, which was one of the world`s largest lakes. Many scientists have attempted to assess significance of invest funds to make a good maintenance of systems in the prevention of water consumption decrease. If the state changes the attitude of the population to water, the problem of water shortage will decrease.
In conclusion, people should have the right to use the necessary amount of water for their needs. At the same time, the state should control the rational and efficient use of water . Water crisis can be avoided if people and government work together.

PLAN
I. Introduction
A. Background information on the importance of water as a valuable resource
B. Overview of the debate between personal freedom to use water and
government regulation
C. Thesis statement outlining the argument that government regulation is
necessary to address the issue of water scarcity
II. Argument in favor of personal freedom to use water
A. Explanation of the view that people should be able to consume as much
water as they need
B. Supporting evidence that people pay for water and limiting its use may be
seen as a violation of personal rights
C. Counterargument that excessive use of water can contribute to water
scarcity, especially in areas without sustainable irrigation systems
III. Argument in favor of government regulation of water use
A. Explanation of the view that water scarcity is already a pressing problem in
many parts of the world
B. Supporting evidence that water shortages are predicted to worsen in the
future, making water more expensive than oil in some places
C. Counterargument that strict government regulation should not be the first
solution, but rather a last resort
IV. Importance of public awareness and innovative solutions
A. Explanation of the need for increased public awareness about the potential
dangers of water scarcity
B. Supporting evidence that people care about the environment and will be
willing to limit their personal water use with proper education
C. Explanation of innovative solutions such as nanotechnology for water
purification and the need for government investment in such projects
V. Conclusion
A. Restatement of thesis statement
B. Summary of main arguments
C. Call to action for the government to prioritize public education and
innovative solutions to address

valuable commodities

should have the freedom to use water as much as they need
should be strict government regulations on freshwater
In this essay, I will discuss both of these views and argue that
government interference- last resort
save water - limited resource
On the one hand - consume as much water as – pay
a matter of personal freedom
Limiting water use for personal purposes - a violation of an individual's right
access to water - an infringement of that right
urban areas - no sustainable irrigation systems
excessive amounts of water for watering gardens /cleaning cars
limiting the consumption of freshwater – unfair to people

On the other hand - water scarcity – pressing problem

United Nations, 2.2 billion people lack access to safe drinking water
Rise due to climate change and population growth
water scarcity affects agriculture and food security
struggle to grow crops
more expensive than oil due to growing water shortage problems
abundant supply of freshwater to be mindful of their consumption
not waste unnecessarily – impose restrictions by gov.
preserve water for future generations
Australia - driest inhabited continents - times of drought
Limiting lawn watering to certain days of the week and banning car washing
conserve water and prevent water shortages
strict government interference should be the last resort
consider more lenient approaches
educating the general public
potential dangers of water shortage problems
People nowadays care about nature
, increased public awareness- majority limiting personal water use
California - Save Our Water
water consumption decrease
invest funds into water purification project
nanotechnology - nano membranes used effectively in water purification
increase the availability of safe drinking water
advocate imposing strict laws on
raise public awareness /invest in innovative ways of purifying water
