- Develop Natural and Ecotourism Attractions. Focused on designated protected areas and along the course of the Amu Darya River. Identify trails and ecotourism accommodation sites
- Develop Sustainability Criteria. Including the preservation of natural heritage, accessibility, biodiversity, energy use, water usage, waste disposal, climate change, and greenhouse gas emissions.
- Develop Integrated Ecotourism Plan. Including all protected areas and with particular emphasis Amu Darya corridor indicating trails, attractions, accommodation, activity clusters, access, management and interpretation facilities. In addition, outline conservation and remediation criteria where appropriate.
- Provide recommendations on the profile and mix of new agricultural activities. To identify environmentally sustainable activities which will facilitate the development of agro tourism in Khorezm.

- Rail Access. Focused on designated protected areas and along the course of the Amu Darya River
- Water and Sewerage. Ensure the provision of potable water and reticulated sewerage systems, treatment and disposal in all major tourism sites, particularly Khiva.
- Sanitary Facilities. Provide modern and to internationally acceptable standards sanitary facilities at all tourism sites
- Internet Connectivity. Provide high capacity network access at key tourism sites
- Develop Renewable Energy Resources Urgench as Secondary Visitor Bas: A new international airport for Urgench, as well as high speed rail links to the city (in the next five years), will help to improve the city’s positioning as a secondary regional visitor base.
