Spatial Planning and Tourism Planning Strategy Objectives

  • Enhance Primary Visitor Route for Cultural and Heritage Attractions: North-south route connecting Khiva via Urgench to the ‘Ancient Khorezm’ kalas in South Karakalpakstan.
  • Improve the Visitor Attractiveness of Amu Darya River Ecological Corridor: Environmental improvements, sustainable tourism attractions, ecotourism resorts and existing nature parks.
  • Strengthen the Visitor Route for Islamic Pilgrims: To include mausoleums, mosques and madrassahs of historic and religious value in Yangiarik, Khiva, Urgench and Shavat.
  • Increase Attractiveness of Village Tourism in Khorezm and South Karakalpakstan: To focus on a variety of attractions and improvements for villages willing to attract visitors.
  • Develop Urgench as Secondary Visitor Base: A new international airport for Urgench, as well as high speed rail links to the city (in the next five years), will help to improve the city’s positioning as a secondary regional visitor base.
  • Prepare a Khorezm Sustainable Regional Economic Development Plan: Plan to deal with significant change in the region’s agricultural and industrial development. This would address the physical planning of settlements, population increase, agricultural/industrial production and logistics, and environmental concerns.

Marketing and Branding Objectives

  • Focus Marketing Activities: For both the Khorezm and South Karakalpakstan regions marketing activities are unfocussed and limited in scope. There is almost no promotion of tourism attractions in Khorezm, except for Khiva, and South Karakalpakstan remains mostly unknown to international visitors. Focus on established markets and Turkey
  • Increase Tourism Information. Few tourist information centres, the official website of the Khorezm region does not function, and maps are difficult to source.
  • Develop Public Relation Activities: The Ministry of Culture and Tourism Khorezm office needs to engage more with the local community and private sector to raise awareness of tourism and their own activities.
  • Increase Occupancy and Reduce impacts of Seasonality, develop new products and circuits
  • Develop Regional Product Offer, in cooperation with Karakalpakstan
  • Raise Brand Awareness, mount public relations campaign with the public and private sector stakeholders.
