Taking into account the fundamental nature of the impact of information and communication technologies on economic activity and the emergence of a new interactive communication environment, the principles of doing business are changing. Society is now actually being transformed in connection with the emergence of a new economy, the main principle of which is to change the essence of matter, space and time. The active receipt of public services is becoming more and more popular in Kazakhstan. Many government services are now available electronically. Every year the share of e-government services only grows. Experts predicted that the share of e-services within all government services provided will reach 90% in 2020. Today it is possible to receive government services through the Telegram application and the "egov" mobile application. This was made possible as a part of implementation of the task set by the government to ensure the availability of public services for the general population including residents of remote settlements. Nowadays, opportunities for interaction between the population of Kazakhstan and government agencies are expanding. In order to build a more open, accessible and competitive economy in our country, the Program provides for maximum implementation of intellectual and information systems in fundamental sectors of the economy. The theory and practice of reforming the Kazakh economy reflects the fact that modern production must meet increased requirements, namely, to have high flexibility and the need to update technologies, and, consequently, to constantly improve. [1] Digitalization is often equated with automation, which allows you to transfer part of the tasks from personnel to software solutions. However, automation is only the first stage of digitalization. Automation is the transfer of business processes to electronic systems for storing and exchanging data in the existing form, as they work in the company. Digitalization is the next stage at which business processes are optimized and adapted to the tools and technologies of the digital economy. The digitalization of business processes reduces the number of steps required to complete a specific task, reduces the amount of work with documents and the influence of а human factor, allowing you to avoid mistakes due to fatigue and inattention. The next stage of business development а digital transformation, which involves a qualitative change in the entire business model, starting from the company's strategy and ending with the digitalization of production processes. [2] An example of increasing the efficiency of the process through the introduction of digitalization can be the generation of leads in e-Commerce. Managers working in this area need to evaluate each potential client, contact them, and then negotiate using the company's accepted method. At the same time, the Manager must get all the information about the customer's conversion process through the sales funnel, indicating the reason for rejecting the transaction if it failed. The development of the digital economy largely depends on the readiness of companies to implement new business models using technologies for collecting, storing, processing, searching, transmitting and presenting data in electronic form. We will conduct a comparative analysis on the use of ICTs, for example, in the following countries: In Russia, 85.7% of business sector organizations had access to the Internet, and 25.6% had speeds above 30 bit / s. Two-thirds used the network to interact with partners, while online sales through websites or EDI systems were carried out by 12.6% of organizations, online purchases - 16.7%. The digital interaction of businesses is hindered by a low level of representation on the Internet (43.4% of organizations have web sites, and only 8.5% support versions adapted for mobile devices). Kazakhstan currently has a good basic access infrastructure for further development of digitalization of the economy. The level of involvement of the population is also quite high: 54% are Internet users. According to the BCG e-intensity index rating index (which tracks the development of the digital component of the global economy in 85 countries), the average annual growth rate for Kazakhstan is 23%. This is a positive indicator. However, Kazakhstan still lags behind the average for the BRICS countries (Brazil, Russia, India, China and South Africa), where the growth rate is 27%. [3] Therefore, the main task in the coming years is to strengthen the growth rate of digitalization. At the same time, digitalization should become part of the strategic agenda not only of government agencies, but also of national companies and private businesses. There are basic conditions for this. First, there is a relatively favorable macroeconomic situation. Secondly, the attention to this issue from the state: for example, such initiatives as the implementation of the state program "Digital Kazakhstan». The latter is extremely important for Russia and Kazakhstan, where localities are separated by large distances, which does not always allow the population to provide high-quality goods and services, as well as access to the market. Although Russia and Kazakhstan are currently lagging behind Western countries and some Southeast Asian countries in the development of the digital economy, new technologies are developing rapidly. So, in 2013, the number of employees in the digital economy in Russia was 1.5 million, and in 2016 - 2.3 million. The annual growth rate is about 10%, while the average growth rate for other sectors of the economy is 2-3%. Kazakhstan aims to achieve the share of the ICT sector in the country's GDP up to 5%, additional jobs in the IT sector-150 thousand, labor productivity growth in the IT sector - up to 37%, and increase digital literacy of the population to 85%. Thus, the digital economy is just an automated management of the real economy, for the volume of cooperation education, the development of tourism and industrial cooperation, increasing the efficiency of the prestige of blue-collar occupations, the construction of smart cities and railways within the Silk Road, which should give a synergistic effect in the development of the Eurasian Union.
