Substantiation of the dissertation topic and its relevance. During the years of independence, a new stage in the development of Uzbek cities has begun. Within the framework of socio-economic reforms, special attention was paid to the development of cities. For the first time in Uzbekistan, the Urban Development Code has been adopted, and construction plans have been developed for almost every major city. In-depth study of the past, restoration of development traditions, identification of the causes and consequences of existing problems have become an important task not only scientifically but also practically in determining the prospects for the development of cities. At the same time, the breakdown of centuries-old historical traditions in 1946-1991, which left a special mark on the history of Uzbek cities, and the occurrence of deurbanization processes make it necessary to study the causes of this problem and the factors that contributed to it. It is this situation, the need to identify the causes of the decline of traditional urban culture in the Fergana Valley in 1946-1991, and the factors that influenced it, which determines the urgency of the issue In the history of the world, cities have played an important role as an indicator of the development of society and the state since the early days of statehood. At the beginning of the XXI century, as a result of the development of science and technology, urban culture in the world is rapidly evolving and changing. To date, the world's urban population has reached 4 billion, and its share in the total population has reached 54.4%. It is well known that urban development has gone through periods of development, stagnation and crisis throughout its history. While the urban crisis is associated with natural disasters, military invasions and wars, the factors of development are inextricably linked with the development of trade and industry, communication, access to external and internal relations, the environment and peace and stability in the country. Many of the world's leading research centers and institutions of higher learning have conducted research on the history, culture, and urbanization of cities. In Uzbekistan, the Institute of History of the Academy of Sciences of Uzbekistan, the Institute of Archeology of the Academy of Sciences of Uzbekistan have conducted extensive research on the history of ancient cities, the development of urban culture, the Institute of Art History of the Academy of Sciences of Uzbekistan. In world historiography, there are many works on the history of almost every major and historic city. During the years of independence, a new stage in the development of cities has begun. For the first time in Uzbekistan, the Urban Development Code has been adopted under the UNESCO-approved Nabitat program, and construction plans have been developed for almost every major city.
