Sh.M.Mirziyoyev Education has been being one of the most important components of person’s self-development all the time. That’s why from the old times our ancestors paid big attention to the upbringing of young generation, considering this issue as the most important one. Our ancestors also paid great attention to the study of foreign languages, and tried to make their children know several foreign languages at the same time. The youth of those times had the skills of fluent communication in Arabic, Chinese, Turkish and several kinds of Persian languages. A considerable number of students also knew the languages of Europe and Western countries. So we can say relevantly that bringing up the perfect, complete and well-educated person was one of the main duties of our forefathers. After its independence the Republic of Uzbekistan was the first of the countries of former USSR which decided to develop institutional reforms in the sphere of education, because education determines a principal and cardinal influence in solving fundamental challenges in the branch of social, political, economic and humane problems. One of the main reforms related to the developing of the education was learning foreign languages. Teaching and learning foreign languages in Uzbekistan has become very essential and global process since the first days of the Independence of our country. Much attention has been paid to the increasing of educational level of people, their intellectual knowledge. Particular attention was paid to learning English. There is a great importance role to understand modern English in order to make a conversation between people who live in foreign countries. According to decree of the first president of Uzbekistan Islam Karimov “ On measures to further improve foreign language learning system” pupil must learn foreign languages from their first grade.1 Several directions are being introduced in order to strengthen the foreign language reformation in our country. Remodeling the teaching system is to place the greatest duties in front of the teacher who teaches at kindergarten, universities, and colleges. The key element in improving foreign language teaching is also the transformation of the teaching method into CEFR. The main objective of these reforms is to train highly qualified experts who are able to make a contribution to the country's development and growth. The complete redesign of bachelor's and master's curricula, taking into account the best practices of established universities worldwide, is one of the important reforms in 2016. Modernization brings new criteria into account for teaching staff; for example, apart from their technical subject(s), they should present strong knowledge of foreign languages and IT skills. The research programmes are revised and updated, taking into account the evolving requirements of the labor market. In addition, with a translation into Uzbek replacing some old literature, new study materials have been added. It is noteworthy that the accomplishments of the Tempus, Erasmus + project in curriculum development are being widely applied in the higher education sector. Another important document on the subject is the Decree of 7 February 2017 of the President of the Republic of Uzbekistan "On Uzbekistan's Growth Strategy 2017-2021." So in order to improve and increase the supply provision of new specialists we should solve some exist problems in our high education system. There are several problems need to be solved in our institution, such as a lack of textbooks and manuals that meet a requirement of modern time and confirm to a standard, promotion and increasing the level of some teachers’ qualification. It is necessary to interact with foreign specialists, establish professional and business connections with foreign partners and colleagues, and read various publications in a foreign language in the sense of global international relations with other countries. The current stage of development of the world community is characterized by the growing role of education, which actively affects its condition and determines the foundations of economic and social progress. Exchange of experience with foreign universities is one of the main tools to improve the quality of teaching at schools and institutions of Uzbekistan. Further training of the teaching staff abroad is provided mainly by the implementation of joint research and educational projects, participation in international seminars and conferences, and internships in foreign universities. Role of the international cooperation in education system is a crucial issue in nowadays’ life, because there are many kinds of positive sides in such kinds of international mobility. It can give an opportunity to come face to face with new people and new culture. The exchange which is organized in international sections pushes us to acquaint not only with the hosting country and its culture, but also with the system of education which isn’t fully aware for us. This way is also very helpful and useful for us as it pushes us to learn to collaborate and communicate in the group of people of different culture and nationalities. This inspires us and opens a wide range of opportunities like observing lessons, learning and teaching skills. Recently, the demand for learning a foreign language has been increasing, not only in higher education institutions, but also in schools, especially in vocational classes. In the years to come, demand will expand. This is demonstrated by the fact that there is a decline in the number of educators learning a foreign language for general communication. Increasingly, educational establishments are coming to the conclusion that studying a foreign language by profession is advisable. In higher education institutions, the purpose of teaching a foreign language is to learn a foreign language as a means of communication and to gain professional foreign language knowledge for the successful performance of further professional activities.
