INTRODUCTION
President of Uzbekistan Shavkat Mirziyoyev signed a decree "On Uzbekistan’s Development Strategy ". The document has approved Uzbekistan’s Five-Area Development Strategy for 2017-2021 which was developed following comprehensive study of topical issues, analysis of the current legislation, law enforcement practices, the best international practices, and following public discussion.
President of Uzbekistan Islam Karimov signed a resolution ―On measures on
further improving system of studying foreign language‖ on 10 December 2012.
The document was adopted to improve teaching foreign languages, training specialists with good language skills, introducing advanced technologies into
education system, etc.
According to resolution, foreign languages, predominantly English language,
will be taught in all schools of Uzbekistan from first classes as game plays. From
the second class, the alphabet, reading and grammar will be taught.
From 2013/2014 academic year, special topics, especially technical and international specialties, at higher educational establishments will be conducted in
foreign languages.
The document said that Republican Targeted Book Fund under Ministry of Finance of Uzbekistan will provide students and teachers of general, secondary special and professional educational institutions with manuals and methodical complex for free of charge.
Mastering communication skills in a foreign language means not only the ability to express your thoughts, intentions, desires, but also the ability to understand the speech of other people. For the process of communication, it is necessary that the participants of the conversation have the skills and abilities of perception, understanding and analyzing the sounding material, as well as the auditory memory has been developed. Therefore, the school has a task to teach the student to listen and understand foreign speech. The ability to listen and understand is also called listening. Listening is not only the goal of learning, but also a means. Through listening, students study other types of speech activity.
At the moment, this type of speech activity has not been studied deeply enough in the methodology, and the term "listening" itself has been used in the methodological literature relatively recently. He was introduced into the literature by the American psychologist Brown. In the Soviet methodological literature, the term "listening" was first used by Z. A. Kochkina.
The topic of this study, "Features of the formation of listening skills in elementary school", was not chosen by chance, because it is at the initial stage of learning a foreign language that the foundations of speech skills and abilities are laid. Listening is closely related to speaking, these are two sides of the same phenomenon - "oral speech". However, listening is a completely independent type of speech activity aimed at perception, recognition and understanding.
