In a first stage, local authorities achieving important policy to attract tourists, provide information 
and advertise local attractions to help the tourism sector only in training in their areas of tourism 
jurisdiction. Once that begins to establish a significant economic sector bringing much needed foreign 
currency, national and local authorities make efforts to maximize the productive potential of the sector, 
investing in infrastructure or providing marketing services that the private sector has not yet allowed or 
was not willing to provide. In many circumstances the public sector can become operational conditions 
providing transport, various attractions, accommodation and providing services and facilities. At this 
stage, the policy is usually concerned about the increasing visitors number, increase the government 
revenues from taxes by conduct business through private sector. 
As competitiveness and increase tourism activity is intensifying, externalities are controlled by 
regulations regarding the environment, product and tourism activity. At this stage the government's role is 
changing from operating and direct investment in the sector to support private sector through various 
incentives and investing in research. Tourism policy focuses on improving the competitiveness of the 
tourism sector through the creation statutory framework with a view to monitoring, control and to 
enhance the quality and efficiency of the sector and to protect resources. 
Finally, in a market characterized by globalization, as it appears today, managers must think 
strategically. In the current state policy aims to attract strategic positioning of target markets, creating 
value through innovation, encouraging partnership of stakeholder coordination of actions and initiatives 
and endowment tourist destination with a clear and distinct identity. (Figure no. 2). 
Of course not all countries develop their tourism sector following the typical scenario, many still 
are not aware of the implications that they are developing the tourism sector, while others are at one stage 
or another of the above mention. However is unclear as to face competition and to survive in this global 
business environment, managers of tourist destinations have to understand the rules and purpose of the 
game, the players involved and the tactics and strategies needed to sustain and expand the tourism sector 
which is located in an amazing development.
