In our country, every year, several areas of science are selected and developed with special attention. This year, physics and foreign languages have been identified as such priority areas. Uzbekistan's policy of openness, its active entry into the world market, and the expansion of international cooperation in all fields increase the need to know foreign languages. Today, teaching is conducted in foreign languages in 25 higher educational institutions of our country. In 2016, they were only 7. The number of graduates who received an international language certificate has increased 10 times in the last 3 years.This year, 350 students were awarded scholarships to study at prestigious foreign universities through the "El-Yurt Umid" fund. This is 5 times more than in previous years. However, the situation on the ground is not compatible with the intended big plans. In particular, more than 2,000 foreign language teacher positions remain vacant in the education system. The quality of foreign language teaching in 1,400 schools is completely unsatisfactory. Only 4% of teachers in this system have national and international language certificates. There are no teachers with such a certificate in the cities of Khanabad and Kuvasoi, Zafarabad, Mirishkor, Tortkol, Sherabad and Uzun districts. 49 percent of foreign language teachers in schools could not pass the test. At the meeting, problems in the system were thoroughly analyzed and priority tasks were determined. The time has come to establish a new system for teaching foreign languages in our country, which will be a solid foundation for the future. Since we have set ourselves the goal of building a competitive country, from now on, graduates of schools, lyceums, colleges and universities must have a perfect knowledge of at least 2 foreign languages. This strict requirement should become the main criterion for the activity of the head of every educational institution, - said Shavkat Mirziyoyev. For this purpose, it was announced that the agency for the popularization of learning foreign languages will be established under the Cabinet of Ministers. This Agency introduces effective teaching methods, programs and textbooks in the educational system and helps to master foreign languages perfectly. Based on the needs of educational institutions, sectors and regions, organizes the teaching of at least 10 foreign languages. Also, together with the ministry, the office and other employers, it develops and implements methods that provide the opportunity to fully implement the professional activities of employees in foreign languages, adapting them to the conditions. One of its main tasks is to create professional translation methods from the state language to foreign languages and from foreign languages to the state language. The agency also maintains a foreign language proficiency rating. Develops qualification requirements and evaluation criteria for foreign language teachers and assigns qualification categories. In a word, the Agency develops and implements methods, recommendations and textbooks suitable for all layers of the population through the chain of "kindergarten - school - higher education - enterprise". Along with the Tashkent State University of World Languages and Oriental Studies, the Samarkand Institute of Foreign Languages, one university in each region is designated as a base institution for foreign languages. The head of our state emphasized the need to create suitable conditions for teachers and encourage them based on their qualifications. It was decided to give a 40% increase to the monthly salary of teachers who have received the initial and intermediate level of the international certificate, and 50% to those who have shown high results. Competitions are held at the district, city, regional and republic levels. 100 million soums will be awarded to the first-placed schools in the district and city stages, 250 million soums to the winners of the regional stage, and 500 million soums to the best school in the country. Second and third place winners will be rewarded accordingly. Directors and teachers of these schools are recommended for state awards. The quality of education also depends on textbooks and methodical manuals that conform to international standards. Therefore, it was decided to approve the English language textbooks of the Cambridge University Publishing House in 200 schools, and to implement them in all schools next year. It was decided that 1 million soums will be allocated from the budget for each foreign language teacher to obtain permission from the teacher in the field, to buy new literature and manuals. Manual for the production and implementation of a methodology for teaching children foreign languages with 7 meetings to the Ministry of Preschool Education in cooperation with UNICEF. At the meeting, special attention was paid to the issue of production in the higher education system. Today, it was shown that 78 percent of professors and teachers in universities have an unsatisfactory level of knowledge of foreign languages. From the new academic year, the number of admission quotas for foreign languages will be doubled to 16,000, and the state grant will be tripled. At the same time, from year to year, the requirement to have an international certificate in foreign language is introduced for those who enter master's and doctoral studies. Teaching professional subjects in higher educational institutions is a step-by-step process. It is free from textbooks and manuals on natural and technical sciences. Through the "El-Foundation" for improving the scientific and pedagogical safety of foreign language teaching, 20 places are allocated per year for doctoral education. The importance of further development of cooperation with organizations such as British Council, Goethe Institute, French Alliance, KOIKA, JAYKA, Confucius Institute, and strengthening of non-governmental educational centers was noted. It was emphasized that every ministry, office, state company and private company need to support language learning and set aside a day of the week to learn the languages of use.Language teaching video lessons, films and shows are needed, assignments were also given for the production of electronic programs.
