- CHAPTER 2. INCENTIVE (ADDITIONAL) PAYMENTS AND PREMIUMS AND TERMS OF THEIR PAYMENT
To the statute APPENDIX 2 REGULATION on the procedure for Additional financial incentives for Local teachers and employees of presidential schools CHAPTER 1. GENERAL RULES 1. This Regulation defines the procedure for additional financial incentives for local teachers and employees (deputy employees) of Presidential schools. 2. Incentive (additional) payments and allowances determined for employees of presidential schools are determined in addition to other types of material incentives in accordance with legislation. CHAPTER 2. INCENTIVE (ADDITIONAL) PAYMENTS AND PREMIUMS AND TERMS OF THEIR PAYMENT 3. Monthly and one-time incentive (additional) payments may be set for employees of presidential schools. The list and amount of incentive (additional) payments specified in this Regulation is determined based on the order of the Executive Director of the Presidential School. 4. Allowances for employees are determined as follows: as a percentage of the base salary from the main workplace according to the staff table and the tariff of the Presidential School; as a percentage of hourly wages on a per-seat basis. 5. Monthly bonuses for teaching staff may be set in the following amounts and on the basis of performance criteria: a) evaluation of the effectiveness of the work of the pedagogue according to the results of independent control work of students (introduction, intermediate, final control). Performance criteria are calculated based on the average scores of all students in all classes taught by the teacher. In this: for high results (excellent) - 100% of the basic salary; for good results (good) - increments in the amount of 50% of the basic salary are set; b) the efficiency criteria of the positive dynamics of teaching results of the pedagogue on the results of independent control work of students (introduction, intermediate, final control) is calculated as the difference between the average scores of all students according to the results of two consecutive control works. In this case, the clear dynamics of positive changes (more than 10% increase in the average score) - 50% is defined as the base salary; This additional pedagogic employee's results are determined in case they are insufficient to pay the additional fee according to sub-paragraph "a" of this paragraph; v) at the end of the academic year, to evaluate the effectiveness of the pedagogic employee's work according to the results of independent control work (final control) among students of all Presidential schools. Performance criteria are calculated based on the average scores of all students in the classes taught by the teacher. In this: the best result (1st place) - 60% of the basic salary; the second best result (2nd place) - 40% of the basic salary; the third best result (3rd place) - increments in the amount of 20% of the basic salary are determined; g) development of test materials for intermediate and final controls: for 1 option - 15%; for 2 options - 20%; For 3 options - 25% increments are set; d) for each project work supervised by the student's course or project work - 25%; e) the activity of the pedagogue (head of class) to attract students to additional and optional classes. This indicator is calculated as the percentage of students attending optional, clubs and other systematic lessons to the total number of students in the class under the teacher's supervision; From 70 to 100% - 30% of the basic salary; From 40 to 69% - 15% of the basic salary; j) certified certificate of the pedagogue's knowledge of the English language, passing international tests: IELTS 6.0 and above / TOEFL IBT 60 to 78 points / CEFR B2 (or analogue) - 60% of the basic salary; IELTS 5.0-5.5 points/TOEFL IBT from 35 to 59 points / CEFR B1 (or analogue) - increments in the amount of 30% of the basic salary; z) Possession of a diploma from a leading foreign educational institution included in the Times Higher Education (THE), QS World University Rankings, or the TOP-1000 list of national educational and/or academic institutions in pedagogy: master's degree of leading foreign educational institutions or its equivalent, candidate of science degree of national educational and/or scientific institutions - 50% of the position salary; PhD degree from leading foreign educational institutions or its equivalent, Doctor of Science degree from national educational and/or scientific institutions - 100% of the position salary. For these efficiency criteria, the superintendent assumes the active methodological work of the pedagogue (on the development (implementation) of new, advanced teaching methods based on science). In the event of unsatisfactory results of the teacher's methodological work, the allowance may be canceled. Non-participation in conferences with lectures, lack of articles and educational-methodological developments in publications is an unsatisfactory result; i) Results of the pedagogue on the training of Olympiad winners and prize-winners (the calculation of the bonus amount is limited to additional payments for the best three prize-winning places): city-wide (for 1-3 places) For the 1st place - 45% of the basic salary; For the 2nd place - 30% of the basic salary; for the 3rd place - 15% of the basic salary; at the regional (territorial) level: For the 1st place - 60% of the basic salary; For the 2nd place - 40% of the basic salary; for the 3rd place - 20% of the basic salary; at the national level (for 1-3 places): For 1st place (gold medal) - 100% of the basic salary; For the 2nd place (silver medal) - 75% of the basic salary; For 3rd place (bronze medal) - 50% of the basic salary; at the international level (for 1-3 places): For 1st place (gold medal) - 200% of the basic salary; For the 2nd place (silver medal) - 175% of the basic salary; For 3rd place (bronze medal) - 150% of the basic salary. 6. A one-time bonus for teaching staff can be determined based on the following efficiency criteria and in the following amounts: a) the result of the teacher's participation in professional competitions: city-level bonus - 50% of the basic salary; national award - 100% of basic salary; international award - 150% of basic salary; b) publication of articles in journals indexed in international sources (Scopus, WoS or similar) in the field of general secondary education - from 50% to 200% of the basic salary. in journals accredited in the republic - 50%. The requirements for magazines under this paragraph are determined by the Ministry at the beginning of each academic year; c) participation as a speaker at an international conference or seminar in the field of general secondary education - 100% of the basic salary. 7. Monthly bonuses for administrative and management employees (executive director, director of educational affairs, deputy directors) can be determined based on the following efficiency criteria and in the following amounts: a) certified certificate of the executive employee's knowledge of the English language, passing international tests: IELTS 6.0 or higher / TOEFL IBT 60 to 78 points / CEFR V2 (or analogue) - 60% of the basic salary; IELTS 5.0-5.5 points/TOEFL IBT 35 to 59 points / CEFR B1 (or analogue) - 30% of the basic salary; b) having a diploma of a leading foreign educational institution (listed in the TOP-1000 Times Higher Education (THE), QS World University Rankings) or a scientific degree of a national educational and/or scientific institution in pedagogy or management (administration): master's degree of leading foreign educational institutions or its equivalent, candidate of science degree of national educational and/or scientific institutions - 50% of the position salary; PhD degree from leading foreign educational institutions or its equivalent, Doctor of Science degree from national educational and/or scientific institutions - 100% of the position salary. c) evaluation of the results of the students of the Presidential School according to the results of independent control work (introduction, intermediate, final control). Performance criteria is the average score of all school students: high results (excellent) - 60% of the basic salary; good results (good) - 30% of the basic salary; g) providing favorable conditions for teachers and teaching students at school. This indicator takes into account the quality organization of the educational process at the school, including the evaluation of leadership activities by participants in the educational process: high-quality organization of educational processes - 60% of the basic salary; good quality organization of educational processes - 30% of the basic salary; d) Results of the rating of presidential schools. The procedure and criteria for the calculation of rating indicators are determined by the Ministry: 1) admission of graduates to universities; high indicators - 80%; average indicators - 40%; low indicators - 0%; 2) Number and level of Olympic winners: high indicators - 70%; average indicators - 40%; low indicators - 0%; 3) the results of monitoring of development: high indicators - 80%; average indicators - 40%; low indicators - 10%. 8. One-time payments to administrative and management staff (executive director, director of educational affairs, deputy directors) can be determined in the following efficiency criteria and amounts: a) publication of an article in the field of general secondary education: in republican magazines - 50%; in peer-reviewed journals indexed on international bases - from 50% to 200% of the basic salary (depending on the impact of the journal factor). The requirements for journals under this paragraph are determined by the Ministry at the beginning of each academic year; b) giving a lecture at a conference or seminar in the field of general secondary education; at regional (city) or republican conventions - 50% (as a speaker); at the international conference - 100% (as a speaker). 9. Monthly bonuses for teaching assistants can be determined based on the following efficiency criteria and amounts: a) certified certificate of the executive employee's knowledge of the English language, passing international tests: IELTS 6.0 and above/TOEFL IBT 60 to 78 points/CEFR B2 (or analogue) - 50% of the basic salary; IELTS 5.0-5.5 points / TOEFL IBT 35 to 59 points / CEFR B1 (or analogue) - 30% of the basic salary; b) having a diploma from a leading foreign educational institution (included in the TOP-1000 list of universities of Times Higher Education (THE), QS World University Rankings) or a degree from national educational and/or scientific institutions in a specialty: master's degree of leading foreign educational institutions or its equivalent, candidate of science (doctor of philosophy (PhD)) degree of national educational and/or scientific institutions - 50% of the position salary; PhD degree from leading foreign educational institutions or equivalent, Doctor of Science (DSc) degree from national educational and/or scientific institutions - 100% of the position salary.
