Implementation of the research results. Based on the obtained scientific 
results on improving the organizational and economic mechanisms of the cotton-
textile cluster: 
Proposals to strengthen the legal foundations of cotton and textile clusters and 
eliminate existing obstacles to development related to legislation were made as an 
adjustment and revision to the draft regulation "On the status of agro-industrial 
clusters and the procedure for organizing their activities" (Certificate of the 
Association of Cotton and Textile Clusters of the Republic of Uzbekistan No. 01/22-
111 dated May 27, 2021, Certificate of the Ministry of Agriculture of the Republic of 
Uzbekistan No. 02/034-1450 dated April 6, 2021). As a result, the legal framework 
regulating the legal relations arising in the activities of cotton and textile clusters has 
been improved and definitions have been made to the legal status of clusters, to the 
issues of their organization and liquidation, the main tasks, rights and obligations. 
A mechanism for improving financial support is proposed, in particular, for 
developing an optimal mechanism for lending to cotton and textile clusters based on 
the study of modern lending practices, justification of its expediency and 
effectiveness in covering the full production cycle were introduced into the activities 
of four cotton and textile clusters (Reference of the Association of Cotton and Textile 
Clusters of the Republic of Uzbekistan No. 01/22-111 dated May 27, 2021). The 
application of this offer contributed to an increase in profits in four cotton and textile 
clusters by 5.2 % compared to 2020 (References: TEXTILE TECHNOLOGIES

the degrees of influence of organizational and economic factors on the gross 
revenue from the sale of products in five stages (raw cotton-cotton fiber-yarn – linen 
– ready – made clothing) of the cotton – textile cluster are determined based on the 
results of the econometric analysis of SEM-Path (Structure Equation Modeling), and 
the forecast performance indicators of the cotton-textile cluster of Bukhara Cotton 
Textile Cluster LLC (Reference of Bukhara Cotton Textile Cluster LLC No. 01-
89/2240-189 dated February 20, 2021). As a result of this analysis, factors with low 
efficiency are identified and measures to improve their effectiveness are proposed; 
The methodology for evaluating indicative production indicators in five stages 
(raw cotton-cotton fiber-yarn-linen-ready-made clothing) of the cotton-textile cluster 
was introduced into the activities of cotton-textile clusters (Reference of the 
Association of Cotton-Textile Clusters of the Republic of Uzbekistan No. 01/22-111 
dated May 27, 2021). As a result of the implementation of this methodology, cotton 
and textile clusters with high efficiency indicators were identified and a policy for 
further development of clusters in the regions of the republic was developed. Also, 
with the use of this technique, a significant amount of time has been saved.
