1
. Conclusion of an investment agreement with the 
Government of the Republic of Uzbekistan based on a public auction. 
An investment agreement with the Government of the Republic of 
Uzbekistan is concluded based on the results of public auctions in the following 
cases: 
if there are two or more investors to conclude an investment agreement with 
the Government of the Republic of Uzbekistan on an investment project that 
should be mutually similar or implemented on the same land plot; 
when implementing investment projects on the territory of the Republic of 
Uzbekistan in connection with the use of mineral resources. 
The procedure for conducting public auctions is determined by the Cabinet 
of Ministers of the Republic of Uzbekistan. 
According to the decision of the Cabinet of Ministers of the Republic of 
Uzbekistan, agreements can be concluded without holding public auctions through 
direct negotiations without holding an open auction. 
6. An investment organization agreement as a transaction is the basis for the 
emergence of a legal relationship, which stipulates the application of the provisions 
of subsection 3, part two of the Civil Code to it. In this regard, the discussion on 
the role of these types of contracts in the “right to obligation” was justified, and the

need to strengthen the following norms in the legislation on the contract for the 
organization of investment activities was determined:

Under the contract on the organization of investment activity, one party 
(the investor) undertakes to transfer investments to the other party (the organizer of 
the investment), and the organizer of the investment undertakes, on his own behalf, 
in the interests of the investor and for remuneration, to perform legal and actual 
actions to implement the investment project.
