The tasks of the research work are: classification of characteristics related to 
efficiency use of land and water resources in agriculture; evaluation of efficiency of 
inputs used in the production process of economic entities based on various forms 
of ownership and development of method for the calculation of the system of 
indicators and development of the methodology for calculation of potential use of 
irrigated lands; economic evaluation of the productivity of major crops according to 
various economic entities and the size of land area; development of
different 
approaches to improve the production function, which characterizes the efficiency 
of resource use in the agricultural enterprises; formation of maximization of 
production output model in the condition of rising of prices of scarce agricultural 
resources and elaboration of alternative scenarios that reflect changes of agricultural 
entities under the influence of government reforms as a result of the implementation 
of formed model; scientific justification of predictive indicators representing an 
increase in land use efficiency on the basis of the structure of agricultural crops. 
The object of the research work are economic entities operating in the 
Zerafshan Valley and department of Zerafshan basin irrigation system were selected. 
The scientific novelty of the research work is as follows: proposals were 
developed to improve the economic and legal basis for the use of land and water 
resources in farms by introducing changes and amendments to the legislative acts 
regulating these relations; improved the system of indicators, characterizing the 
economic efficiency of the use of scarce resources involved in agricultural 
production and methods of their calculation; scientific and theoretical 
recommendations on the mechanism for the establishment and development 
prospects of the “agro-clusters” aimed at the integrated development of agriculture 
for the rational use of available resources have been developed; methodical 
recommendations for increasing the efficiency of agricultural land use through the 
application of the “super efficiency” method and the possibilities for effective water 
use - through the “sub-vector” method; a forecast for the optimization of the 
structure of agricultural crops by 2020 has been developed through the placement of 
food crops on land with low fertility.
