INFORMATION SOCIETY AND E-GOVERNMENT
The concept of information society is generally regarded as a new stage of evolution of human civilization, a new phase of social development and progress, in which the information sector has a decisive influence on the development of both the international community and individual countries. Almost twenty year history of informatization in Russia, which began after the USSR was destroyed was also connected with at first scattered, then more and more targeted actions for the dissemination and use of information communication technologies ICT in different areas, including also public administration [n2]. In general, despite the challenges of socio-economic reconstruction (the most important of which is the information inequality between the subjects of the Russian Federation and the weak development of the information communication infrastructure across the country), Russia was steadily moving towards the development and use of ICT rather rapidly. ICT development in Russia survived even such a test of strength as the economic crises of 1998 and 2008 which were unable to significantly slow down this process. The problem has always been different. The high level of education and literacy of the population made it possible to quickly and easily develop pioneering technologies, but the country still could not boast of their great distribution and use in government, business or population. The 15th of September, 2011 International Telecommunication Union (ITU) has published data from its annual report, "Measuring of the Information Society." This organization is the leading UN agency in the field of ICT. The above mentioned report has recently been published by the ITU every year to monitor progress in ICT development in the world, and there are two major tools of comparative analysis to measure the so-called information society. The first of these – the index of ICT development – includes 11 indicators covering three areas: access to ICT, skills and use ICT. Second – Basket prices for ICT services – carries out the measurement on the affordability of ICT services, based on the initial prices of fixed-line telephony, mobile cellular telephony and fixed broadband Internet. Despite the fact that according to the second indicator, our country is on 32nd place (in the first lines – Monaco, Macau, Liechtenstein, Hong Kongand the United Arab Emirates), the main indicator is still the first index, and it takes Russia only 47 place (in the lead, South Korea, Sweden, Iceland, Denmark and Finland). A large area in the first place, is not conducive to the rapid introduction of information and communication technologies. In Russia, this process took place against the background of deep structural changes that distinguish the transition from one political system to another. Attention to socio-economic modernization and participation on an equal footing in key world events forced the country's leadership to turn to the potential of ICT.A distinctive feature of the Russian Federation is the magnitude of the tasks for implementation and the need to mobilize significant resources to address them [n1]. In 2011 the country was launched in the state program "Information Society". State program continues and develops the logical activities identified under another state program "e-Government" and would increase the role of information, knowledge and information technologies in the life of the country. The concept of information society in the world exists for a long time, and several international organizations annually publish ratings of willingness to it in different countries. Accordingly, one of the measured results of the state program should be to gain high rankings in Russia thematic summary ratings. Ministry of Communications, that oversees the "Information Society", is planning that by 2020 Russia will be in the top twenty of the most advanced on the part of ICT [n3]. The development and widespread use and dissemination of information and communication technologies (ICT), located at the heart of the concept of "electronic government", is a global trend of world development in recent decades. The application of modern technologies for processing and transmission of information is crucial for improving the competitiveness of the economy and increase opportunities for inclusion in the global economic system and to improve the efficiency of the processes of public administration at all levels of government, public and non- governmental sectors of the economy. Also important result of the introduction of the concept of "electronic government" is the creation of technological prerequisites for the development of civil society as the result of the fact that the rights of citizens to free and immediate access to information via the Internet will be really provided.
