Territorially, local government is carried out mainly through municipalities. In the modern world, those systems of local government, the classification of which is based on the formation of relations between local government and central authorities, have become widespread.

State management bodies of local state authorities. They resolve all issues of local importance within their powers, harmonize the interests of the entire state with the interests of citizens living in this area, and ensure the implementation of the decisions of the higher state bodies as a structural link of the unified state authorities.
In a context of unprecedented, interconnected, and universal challenges, local and territorial issues are no longer solved only at these levels, and the global transformation required to respond to the needs of communities is not possible without local and territorial ownership.
