INTRODUCTION
The role of women in the development of new Uzbekistan is very important. The head of our state, Shavkat Mirziyoev, in his speech at the ceremony dedicated to the International Women's Day on March 7, 2022, expressed the following thoughts: "The issue of women and the family is a decisive factor that determines not only our present day, but also our future tomorrow. "If we do one favor to women, who are the symbols of kindness and loyalty, the angels of our homes, it will undoubtedly return ten favors."
In fact, in the history of our people, there were many virtuous women who gave birth to such people and inspired them to great deeds, among our great scholars and world-loving grandfathers. Even today, our women are selfless in raising children, in various fields, in their neighborhoods. In recent years, a number of laws, decrees and decisions have been adopted in order to ease their burden and ensure their rights and interests.
402 of the Cabinet of Ministers' Regulation "On the Approval of the Regulation of the Cabinet of Ministers "On the Approval of the Procedure for Giving Recommendations to Women for Participation in Competitions and Organizing Their Admission to Higher Education Institutions within the Admission Indicators Based on Additional State Grants" approved by the Cabinet of Ministers of the Republic of Uzbekistan on June 3, 2021 decision of the Cabinet of Ministers "On measures to regulate the allocation of educational loans for women's education on a fee-contract basis in institutions of higher, secondary special and professional education" further expanded the rights of women to receive higher education.
From time immemorial, sages have taught that it is the best thing to educate girls along with sons in the family. Therefore, a smart, intelligent woman will create a foundation for the whole family that will be built in the future to grow up with knowledge. From this point of view, the systematic reforms carried out by the head of our country in order to further expand the educational opportunities of the women of our country are commendable.
The President said, "We have entered a new historical period for the development of our country in all aspects. It is the honorable duty of all Uzbek mothers to inculcate lofty goals and noble ideas into the hearts of our children. It is definitely up to you to bring up a high-quality, courageous, patriotic young generation. This is the biggest investment and inexhaustible wealth directed to a bright future," he said, calling on everyone to honor, honor and show respect to women as creators not only of today, but also of the bright future of our country.
In order to implement these issues, which are considered one of the important directions of the development strategy, more opportunities were created for women at the meeting of video selectors held on March 1 of this year. In particular, the post of Deputy Prime Minister was restored and the State Committee for Family and Women was established. Also, in about 9,500 neighborhoods in the republic, the deputies of neighborhood heads for women and family were transferred to the committee system.
The establishment and formation of the "Smart Women" movement, which unites respectable women in its ranks, is a clear proof that the influence and reputation of our women who can have an educational impact on the public, especially the youth, is rising in our society. At the same time, "Women's councils" are formed and working in all labor unions to find effective solutions to women's problems.
In order to further increase the number of female entrepreneurs, the "Business Women" program was adopted, and 8 trillion sums were allocated for this program this year. This year, 40 percent of mortgage loan subsidies were allocated for women. This, in turn, provides an opportunity to provide needy women with 12,000 affordable housing units.
We would like to emphasize that among the reforms implemented in connection with women's issues, the President's decision to fully cover the contract money of girls studying at the master's degree from the new academic year (200 billion sums for 23 thousand girls) was a real holiday gift for the girls of our country.
Now every year 50 girls are sent to prestigious foreign universities for bachelor's degree and 10 for master's degree. In each region, the education contracts of 150 girls who have lost their father or mother (total of 2.1 thousand) are paid from the local budget. Conditions are created for female students for distance learning, we appreciate that a target quota of at least 300 is allocated for women in the doctoral course.
Starting from the 2022-2023 academic year, conditions for remote study will be created for female students with young children, and a target quota of at least 300 will be allocated annually for women in the doctoral program.
In order to further expand the scope of the good works that our girls have started in order to get a modern education and become a professional and find a worthy place in society and in their families, the National Program for the Support of Women's Education for the period of 2022-2026 was adopted. Within the framework of this document, a separate university for women and its technical institutes will be established in the capital. An interest-free loan for a period of 7 years has been introduced for all female students to pay for their education contracts.
In a word, moral and material support mobilized for women's education and vocational training is the biggest and most effective investment in the future.
We have all the reasons to say that women studying at Fergana State University are fully enjoying the results of the above reforms. Today, 779 professors and teachers are working at Fergana State University, 60% of them are women. There are 211 professors and teachers at FerSU, 68 of them are women, among them 4 are doctors of science, professors, and about 80 are candidates of science, doctors of philosophy (PhD). This indicator means that 32.2 percent of the total academic degrees in Fergana State University are women. Of course, raising their scientific and social status is one of the main tasks of the university administration.
The international online conference on the topic "Gender factors in improving the intellectual and social status of women and girls in higher education " held by the Gender Equality Research Center of Fergana State University, which began its operation in 2020 by the decision of the Scientific Council of FerSU, is also part of our country's policy of protecting the interests of women and ensuring gender equality in society. fully expressed the goals. At the conference, the results of international and republican research conducted in a number of topical areas were discussed. They are:
1. Socio-cultural, political-legal and gender factors of raising the status of women in society.
2. Gender aspects of attracting women to higher education and creating favorable conditions for them
3. Measures to improve the support system for talented female students in HEIs: system, opportunity and perspective.
4. Gender approach to support of women scientists in HEIs: current situation, prospects and tasks.
5. The role and future tasks of the higher education system in improving the status of women in the social and intellectual life of society
We believe that the materials of this conference can be used to ensure the equality of men and women in all spheres of life. serves as an important scientific-methodological source of factors.
