1.Kirish Mazkur dastur O‘zbekiston Respublikasi birinchi Prezidentining 2012 yil 10 dekabrdagi “Chet tillarni o‘rganish tizimini yanada takomillashtirish chora- tadbirlari to‘g‘risida”gi PQ-1875-sonli, O‘zbekiston Respublikasi Vazirlar Mahkamasining 2013 yi l 8 maydagi “Chet tillar bo‘yicha ta’limning barcha bosqichlari bitiruvchilarining tayyorgarlik darajasiga qo‘yiladigan talablar” to‘g‘risidagi 124-sonli qarorlari hamda Evropa Kengashining “Chet tilini egallash umumevropa kompetensiyalari: o‘rganish, o‘qitish va baholash” to‘g‘risidagi umume’tirof etilgan xalqaro me’yorlari (CEFR – Common European Framework of Reference) ga muvofiq qayta ishlab chiqildi. O‘zbekiston Respublikasi Prezidentining2017 yil 20 apreldagi “Oliy ta’lim tizimini yanada rivojlantirish chora- tadbirlari to’g’risidagi PQ - 2909 – son qarori bilan tasdiqlangan 1- ilovasi “2017-2021 yillarda oily ta`lim tizimini tubdan takomillashtirish bo’yicha kompleks tadbirlari” ning 12-bandiga muvofiq oliy ta`lim muassasasi talabalarining og’zaki va yozma nutq malakalarini oshirish maqsadida o’quv ishchi dastur ishlab chiqildi. 2. Fanning maqsad va vazifalari Ingliz
tili fanining maqsadi talabalarning ko’p madaniyatli dunyoda kasbiy, ilmiy va maishiy sohalarda faoliyat yuritishlarida kommunikativ kompetentsiya (uning tarkibiy qismlari hisoblanuvchi lingvistik, sotsio-lingvistik, pragmatik va boshqa kompetentsiyalari)ni shakllantirishdan iborat. Ingliz tili kommunikativ kompetentsiyasi – o’rganilayotgan chet tilida so’zlashuvchilar bilan muloqot qilishni amalga oshirish qobiliyati va tayyorgarligi, shuningdek, talabalarning tili o’rganilayotgan mamlakat madaniyati bilan tanishish, o’z mamlakati madaniyatini yanada yaxshiroq anglash, uni muloqot jarayonida taqdim eta olishini nazarda tutadi. Mazkur o’quv fanini o’rganishning asosiy vazifalariga talabalarda quyidagi kompetentsiyalarni rivojlantirish kiradi: lingvistik kom petentsiya o’rganilayotgan til sohiblari bilan muloqot qilish uchun til materiallari (fonetika, leksika, grammatika)ni yetarli darajada bilish va nutq faoliyati turlari (tinglab- tushunish, gapirish, o’qish va yozuv)da qo’llay bilishni nazarda tutadi. Ijtimoiy- lingvistik kompetentsiya so’zlovchining biron bir nutqiy vaziyat, kommunikativ maqsad va xohish-istagidan kelib chiqqan holda kerakli lingvistik shakl, ifoda usulini tanlash ko’nikma va malakalarni o’z ichiga oladi. Ijtimoiy- madaniy kompetentsiya auten tik nutqning milliy xususiyatlarini: o’zi yashayotgan mamlakatning urf-odatlari, qadriyatlari, marosimlari va boshqa milliy-madaniy xususiyatlarini tili o’rganilayotgan mamlakat bilan taqqoslagan holda taqdim eta olish kompetentsiyasidir. U hozirgi ko’p madaniyatli dunyoda ta’lim oluvchilarda chet tilini o’rganish muhimligi tushunchasi, ingliz tilida muloqot qilish, o’z ustida mustaqil ishlash va ijtimoiy moslashuv vositasi sifatida foydalanish ehtiyojini shakllantirish va rivojlantirish, fuqarolik, vatanparvarlik fazilatlarini tarbiyalashda, 5
chet tili orqali madaniyatlararo muloqotni amalga oshirish istagi va xohishida namoyon bo’ladi. Strategik (kompensator) kompetentsiya ingliz tili muhitida nutqiy hamda ijtimoiy muloqot tajribasidagi kamchilik va nuqsonlarni ayrim verbal/noverbal vositalar yordamida to’ldirish, kommunikativ vaziyatda tushunmovchiliklar paydo bo’lganda takroran so’rash, uzr so’rash va hokazolar orqali murakkab vaziyatlardan uddaburonlik bilan chiqib keta olish qobiliyatini nazarda tutadi. O’quv - bilish kompetentsiyasi ta’lim oluvchining mustaqil bilim olish faoliyatida chet tillar va madaniyatlarni o’rganishning kompetentsiyalar yig’indisi bo’lib, zamonaviy ta’lim texnologiyalaridan foydalanish bilan bog’liq bo’lgan mantiqiy, metodologik va umumta’lim vazifalarni o’z ichiga oladi. Ingliz t ilini o’qitish didaktik, metodik, lingvistik tamoyillarni hamda zamonaviy ta’lim texnologiyalarini qo’llash asosida amalga oshiriladi.
Oliy ta’limning davlat standartiga muvofik mazkur fan bo’yicha til o’rganayotgan o’qituvchilarning bilimiga, o’quviga va ko’nikmasiga qo’yiladigan talablar kuyidagilardan iborat: A Basic User Boshlang’ich daraja

bo’yicha ta’limning barcha bosqichlari bitiruvchilarining tayyorgarlik darajasiga qo’yiladigan talablarda oliy ta’lim muassasalarining ixtisosligi chet tili bo’lmagan fakultetlari bakalavriat bosqichi bitiruvchilari to’rt yillik tahsillari nihoyasida o’rgangan ingliz tili bo’yicha B2 darajani egallashlari shart. Unga ko’ra bitiruvchi talabalar B2 darajani ta’minlovchi quyidagi kommunikativ kompetentsiyalarni egallashlari lozim. Lingvistik kompetentsiya: Tinglab tushunish uzoq davom etgan suhbat va murakkab dalillar keltirilgan matnni tushunish va idrok etish; 6
ma’ruza, suhbat, mukammal yo’riqnomalar, akademik va kasbiy prezentatsiyalar, savol-javoblar asosiy mazmunini tushuna olish; reklama, e’lon va ma’lumotnomalarni tushunish; murakkab autentik nutqni tanish va notanish kontekstda tushuna olish; til sohiblari suhbatlari va bahs- munozaralarini tushuna olish; radio va internet materiallari, intervyularni (suhbat) to’liq darajada tushuna olish.
Gapirish biznesdagi hamkori bilan muzokara olib borish; aniq masalalar bo’yicha axborot olish; uzoq muddatli muzokaralarda til sohibi bilan qatnashish, ularni qo’llab- quvvatlash, kerak bo’lsa muzokaralarni boshqarish; kundalik mavzularda bahs-munozara, muzokaralarda faol qatnashish; ixtisoslik (kasb) bo’yicha intervyu, suhbatlarda qatnashish; fikrni aniqlashtirish, qaytadan tuzish va bahs-munozara rivojiga o’z hissasini qo’shish; muzokaralar olib borish jarayonida muammolarni yechimini ustalik bilan hal etish; vaziyatga qarab savollar berish va javob qaytarish. Monolog alohida mavzu bo’yicha qilingan prezentatsiyalar o’tkazish ixtisosligi bo’yicha asbob-uskunalarni aniq va ravshan tasvirlash; alohida mavzu bo’yicha og’zaki maruza tuzish; maqola, maruza, bahs-munozaralarni aniq va ravshan qilib umumlashtirish; aniq tizimga asoslangan holda qo’shimcha, yetarli bo’lgan holda va tanish mavzu bo’yicha o’z fikrini ifoda qila olish
tanish va notanish mavzu bo’yicha tuzilgan matnlardan asosiy / kerakli bo’lgan axborotni, shaxsiy va mutaxassislik bo’yicha korrespondentsiyalarni (xat-xabarlarni) tushunish; diagramma, sxema, chizmalarni qisqacha ta’rifini tushunish; murakkab bo’lgan ma’lumotlarni idrok etish; maxsus, murakkab bo’lgan yozma yo’riqnoma va qo’llanmalarni tushunish; kasbga oid maqola va ma’ruzalardan kerakli axborotni ajratib olish; kerak yoki nokerakligini aniqlash maqsadida matnni u yoki bu qismini sinchiklab o’qish, konferentsiya dasturlarini o’qib tushunish. Yozuv. maxsus ma’lumotlarni (til yuzasidan bo’lgan xatlarni, ma’lumotlarni, elektron xatlarni) yoza olish; esse va ma’ruzalarni yoza olish; aniq mantiqqa ega bo’lgan ilmiy maqolalar va ilmiy tadqiqot ishlarni yoza olish;
yozma takliflar, hisobot va rezyumelar tuza olish; bitiruv malakaviy ishlarni zarur bo’lganda yoza olish. 7
Leksik kompetentsiya kasbiy leksika va terminlarni ishlata olish; kommunikativ vaziyatlarda mavzuga oid bo’lgan leksikani ishlata olish; internatsional so’zlarni tushunish va qo’llay olish Grammatik kompetentsiya murakkab grammatik va sintaktik qurilmalarni kommunikativ vaziyatlarda qo’llay olish; bog’lovchi so’zlarni to’g’ri qo’llash; mutaxassislikka oid matnlarni uning mazmunini tushunish maqsadida matnni tahlil qilishi talab etiladi 4. Fanni o’quv rejadagi boshqa fanlar bilan o’zaro bog’liqligi va uslubiy jihatdan uzviyligi Ingliz tili fani ijtimoiy- iqtisodiy fanlar va ixtisoslik fanlari bilan o’zaro bog’liq. Ushbu fan boshqa fanlar bilan integrallashgan holda o’rgatiladi. 5. Fanning ishlab chiqarish sohasidagi o’rni Ingliz
tili fani ishlab chiqarish jarayoni bilan bevosita bog’lanmagan. Talabalar mazkur fandan o’rgangan bilimlaridan boshqa ixtisoslik fanlarini o’zlashtirishda (sohaga oid ma’lumotlarni ingliz tilida izlab topish, tahlil qilish va bilim olish jarayonida foydalanish), kelgusidagi kasbiy faoliyatlarida foydalanishlari mumkin. 6. Fanni o’qitishda zamonaviy axborot va pedagogik texnologiyalar Ingliztili fanini o’qitishda ta’limning quyidagi ilg’or va zamonaviy texnologiya va metodlaridan foydalaniladi: pedagogik mahorat texnologiyasi (Yu.N.Kulyutkin, Ye.B.Spasskaya); bilimdonlar bahsi; mavqeingizni egallang – shiorlar asosidagi bahs; ta’limning faol uslublari: “Keys-uslubi” (Garvard universiteti biznes maktabi), ishbop o ’yinlar. Ijodiy topshiriqlarni guruh bilan hal qilish uslublaridan: delfi uslubi – taklif qilingan yechimdan statistik uslub asosida besh kamchilikni aniqlash va ulardan eng yaxshisini tanlab, baholash, kamchiliklar sababini aniqlash; qora quti uslubi – masalani tahlil qilish, ijodiy bahs orqali kamchiliklar sababini aniqlash; kundaliklar uslubi – guruh a’zolarining yon daftarchalaridagi yozuvlarni tahlili va ularda berilgan taklif-mulohazalarni muhokama qilish, umumiy fikr ishlab chiqish;

“To’g’ridan-to’g’ri jamoaviy aqliy hujum” (Dj.Donald Fillips) – 20-60 kishilik katta auditoriyada yangi fikrlarni, samaradorlikni oshirish ish yoki mashq mini-guruhlarda olib boriladi va fikrlar jamoada muhokama qilinadi; “Aqliy hujum” – (E.A.Aleksandrov i G.Ya.Bush) – guruh qatnashchilari ijodiy g’oyalarini jamoa, g’oyalari bilan qarshi g’oyalar yordamida faollashtirish, ularni qo’llashni baholash; senektika uslubi (U.Gordon) – muammoni ifodalashga o’rgatish, uning qismlarini aniqlash, muammoni yechishdagi o’xshashliklarni topish. Kreativlikni o’stirish, oddiy hodisalarning g’ayri-tabiiy tomonlarini topish, ijodiy qobiliyatlarini aniqlash; «ARIZ – TRIZ» (G.S.Altshuller va uning maktabi, TRIZ - kashfiyot topshiriklari texnologiyalarini rivojlantirish) – o’rganilayotgan tizim rivojlanishi qonuniyatlariga bo’ysundirilgan mantiqiy operatsiyalar tizimi 40 usuldan iborat: “qo’shilish”, “matryoshka”, “qarama-qarshi”, “zararni foydaga aylantirish” va boshqalar.
