ORDER OF THE COIF

Selection to the order of the Coif, as represented by the white circle on the graduate’s hat, is a recognition of outstanding scholarly 

achievement in law school.  West Virginia University has been the home of a chapter of the order of the Coif since 1925.

ORDER OF THE BARRISTERS

A national honorary organization, the order of the Barristers encourages oral advocacy and brief writing skills through effective law 

school appellate moot court programs.  members of the marlyn e. Lugar trial Association, the moot Court Board, and students who 

have outstanding oral advocacy achievements are eligible for the award.



PATRICK DUFFY KOONTZ PRIZE

the Patrick Duffy Koontz Prize is a monetary prize awarded to West Virginia residents selected by the College of Law scholarship 

committee on the basis of scholarship, character, and leadership potential.

THOMAS N. CHAMBERS AWARD IN TAXATION

the thomas n. Chambers Award in taxation was established by the West Virginia tax Institute in recognition of outstanding achievement 

by a student in tax law scholarship. 

THE WEST VIRGINIA LAW REVIEW

the West Virginia Law Review publishes three scholarly issues each year, which regularly are cited by courts throughout the nation as an 

authoritative source of interpretation and explanation of the law.  Candidates for the Law Review are selected on the basis of academic 

performance and legal research and writing skills following their first or second year in law school.  members of the Board elect the 

editor-in-Chief, who appoints other executive editors.  the West Virginia Law Review is the fourth oldest student-led law journal in the 

nation and was established in 1894. 



MARLYN E. LUGAR TRIAL ASSOCIATION

the marlyn e. Lugar trial Association is an honorary society of law students selected based on their grades in trial Advocacy.  

Participating students compete in intramural trials during the Fall of their third year and represent the WVU College of Law in external 

trial competitions during the Spring.  the Association also sponsors and conducts the West Virginia Invitational trial competition, which 

is open to all students at the WVU College of Law. 

MOOT COURT

the moot Court Board manages the George C. Baker Cup intramural appellate moot court competition.  members of the WVU College 

of Law national and international moot court teams are selected from the members of the Board on the basis of competitions and 

represent the College throughout the area and the nation.

the Clinical Law Program provides civil legal services to qualified clients with a variety of concentrations.  these cases provide excellent

THE JUSTITIA OFFICIUM AWARD

the WVU College of Law Justitia Officium Award recognizes outstanding contributions and service to the legal profession and is the 

highest honor the College of Law bestows on an individual.  established in 1978, in commemoration of the 100th Anniversary of the

Ellen S. Cappellanti is the Leader of the Jackson Kelly Firm’s Corporate and Business Practice Group. She assists clients in 

a wide variety of commercial transactions, including financings, leasings, acquisitions, and real estate development projects. 

She also regularly represents debtors, creditors, and trustees in business bankruptcies and out-of-court restructurings.

ms. Cappellanti is the past chair of the Standing Bankruptcy Committee of the State Bar and is in the Best Lawyers in 

America® under the bankruptcy, corporate mergers, and acquisitions and real estate designations. She is a member of the 

American College of Real estate Lawyers.  She is recognized by Chambers USA, America’s Leading Business Lawyers, as 

a preeminent Corporate/m&A lawyer. In the 2011 edition of Chambers USA, sources said ms. Cappellanti’s “connections 

in the state make it easy for us to reach the right people.” She served as the President of the governing council of the 

West Virginia Law Institute and is a master (emeritus) of the Judge John A. Field, Jr. Inn of Court. ms. Cappellanti is a 

member of the Judicial Conference of the United States Court of Appeals for the Fourth Circuit. She is a member of 

the West Virginia Bar and has been admitted to practice before the United States District Courts for the northern and 

Southern Districts of West Virginia, the United States Court of Appeals for the Fourth and Sixth Circuits, and the United 

States Supreme Court of Appeals.

ms. Cappellanti is committed to community service. Appointed by West Virginia Governor Joe manchin in 2007, she serves 

as a member of the West Virginia University Board of Governors. She is the representative of the Board of Governors on 

the West Virginia United Health System Board. She serves on the Honorary Board of the Contemporary American theater 

Festival, Inc. She is the executive Vice President and member of the Board of Directors of the Clay Center of the Arts and 

Sciences. She is the past Co Chair of Advantage Valley, Inc. and past President and member of the Board of Directors of 

the Discover the Real West Virginia Foundation. She has participated in four trade missions to the Far east with Senator 

John D. Rockefeller IV, and in a 2007 trade mission to China with Governor Joe manchin. ms. Cappellanti also has been 

elected to serve on the Board of Directors for the Charleston, West Virginia, bank of Branch Banking and trust Company.

ms. Cappellanti graduated from West Virginia University in 1977 and served as student body vice-president while an 

undergraduate. She graduated in 1980 from the West Virginia University College of Law, where she was selected as a 

member of order of the Coif and order of the Barristers. While in law school, she was a member of the West Virginia 

University College of Law moot Court Board and the national moot Court team and served as Lead Articles editor of the 

West Virginia Law Review. 

ms. Cappellanti is a past recipient of the YWCA of Charleston Women of Achievement Award and the WVU College of 

Law Women’s Law Caucus Distinguished Women in the Law Award. 



Scott S. Segal thrives on the practice of law, and his arena of choice is the courtroom. He concentrates on representing 

catastrophically injured people or the estates of those killed due to the negligence of others. Some of the types of 

cases he handles involve industrial accidents, aviation tragedies, tractor trailer crashes, train wrecks, mining accidents, 

electrocutions, workplace injuries, and injuries from defective products. mr. Segal also has a major practice emphasis on 

class action litigation and complex mass litigation. the types of class and complex cases he has handled include asbestos 

litigation, pharmaceuticals, insurance practices, and a wide range of consumer matters.

mr. Segal earned his Bachelor of Science degree from the University of Vermont in 1977. He earned his J.D. in 1981 from 

the West Virginia University College of Law. mr. Segal excelled in trial and advocacy skills during law school. He was a 

member of the moot Court Board, the national Appellate Competition team, and the national trial Competition team. 

He achieved recognition with the award of the prestigious order of the Barristers and the marlyn e. Lugar best advocate 

award. He has been an avid supporter of both the University of Vermont, where he received the Alumni of Achievement 

Award, and West Virginia University, where he was honored with the most Loyal Alumni mountaineer Award.

mr. Segal has many significant accomplishments for his clients. For instance, he obtained a $25 million jury verdict for a 

physician who had been treated improperly by a hospital. mr. Segal was co-trial counsel in litigation regarding the improper 

payment of gas royalties to thousands of West Virginians. the jury awarded $405 million to the plaintiffs. mr. Segal was 

co-lead counsel in the West Virginia diet drug litigation, which was successfully resolved. He was co-lead counsel in the 

West Virginia litigation involving the diabetes drug, Rezulin, which is one of the few such cases in the country to overcome 

legal challenges and reach resolution. mr. Segal was in the forefront of asbestos litigation and has  successfully tried and 

resolved over 15, 000 asbestos and/or mesothelioma cases. mr. Segal has presented over 40 continuing legal presentations 

in West Virginia and throughout the United States. He presented on several occasions “ethics and Leadership” on a tour 

of all United States Air Force Bases in europe.

mr. Segal is a member of and involved in numerous professional associations. In 1998, mr. Segal was inducted into the 

Inner Circle of Advocates, which has a limited membership of one hundred of the best plaintiffs’ trial lawyers in the 

United States. Some of his other associations include the American College of trial Lawyers, the American Association 

for Justice – Leader’s Forum, the American Board of trial Advocates, the West Virginia Association for Justice - Board 

of Governors, and the Fourth Circuit Judicial Conference. mr. Segal is President of the Segal & Davis Family Foundation 

which supports programs for education, children, and animal protection. He has served on many boards, including the 

University of Vermont Foundation, the national Youth Science Foundation Board of trustees, and make-A-Wish Foundation 

of Western Pennsylvania and Southern West Virginia. mr. Segal resides in Charleston with his wife, the Honorable Robin 

Jean Davis; their son, oliver; and their golden retrievers, Lear and Jackson.
