It focuses on the implementation of priority tasks defined in a number of decrees and decisions adopted by the President of the Republic of Uzbekistan and the Government. In particular:
- increasing the level of capitalization of banks and expanding the resource base by attracting the funds of the population and business entities and investors to bank shares and deposits;
- further expansion of participation of banks in investment processes, modernization of enterprises, technological and technical re-equipment and financial support of small business entities;
- implementation of effective control in banks, expansion of bank infrastructures, improvement of the quality of banking services and creation of new conveniences for customers;
- further improvement of the settlement system, further expansion of the involvement of cash in the bank circulation;
- a number of measures have been implemented to ensure that banks have a national rating of individual assessment and ratings of international rating companies.
It is known from world experience that banks and the banking system are an integral part of the market economy and the most important structures. I tried to reveal the role of the banking system in the development of the small and medium business sector and its place in the state macroeconomics in general, and to prove the relevance and importance of this topic through statistical and analytical data. The role of banks in the development of this sector is the implementation of their monetary and credit operations.
1. The formation and importance of the banking system
In order to become a powerful structure affecting the national economy, the banks of Uzbekistan had to go through a long evolutionary path of development and overcome many difficulties. The adoption of the Law of the Republic of Uzbekistan "On Banks and Banking Activities" served as the basis for the creation of a two-level banking system and the assignment of new tasks to the Central Bank of the country. system and the tasks of forming the payment system. Financing of various sectors of the economy should be carried out by specialized commercial banks that will be established and operate on the basis of modern principles and requirements. In 1993-1994, reforms in the banking system continued.
In 1991, a number of banks began to form. Working in the changing conditions of Uzbekistan's economy, they acquired new aspects while adopting modern work methods. The years 1991-1992 were the years of a real turning point in the views on the activity of banks
Since July 1, 1994, the introduction of the national currency, the soum, became important in the formation of the independent banking system and the economy of Uzbekistan in general. This meant that the Central Bank was completely independent in its activities, and in the future, the regulation of the national monetary system through market instruments could help to organize it effectively.
1995 is distinguished by the fact that it was the period of improvement of banking legislation. Historically important document - the Law "On the Central Bank of the Republic of Uzbekistan" not only enriched the legal basis of the banking system, but also clearly defined the new, special status and powers, main goals and tasks of the Central Bank of the Republic of Uzbekistan. In addition, this year, necessary conditions were created to improve the quality of services to the population, as well as to create a competitive environment in the credit and deposit markets.
