RECOMMENDATIONS FOR GENDER MAINSTREAMING
AVC’s gender strategy aims to optimize the access and enhance the participation of Uzbekistan’s women to horticulture value chains by increasing their opportunities for employment and income generation. The strategy aims at supporting women within the production chain as well as to move them further up the value chain levels by engaging them in processing, business management, sales and marketing. 15 | AVC UZBEKISTAN FY2019 QUARTER 3 REPORT USAID.GOV AVC technical staff consists of only male specialists and therefore conducting several presentation on Introduction to gender concepts, merits and measures became important step for further mapping and brainstorming over gender related considerations within each Project component. It would be highly recommended in future to invite female consultants or trainers to implement at least those parts of components where women are planned to be trained. This would create culturally appropriate environment and allow to invite wider and bigger groups of women to the trainings, including younger generation of female farmers and agricultural workers. In order to consider the potential involvement of men and women at every stage of the value chain each component of the AVC project should ensure providing equal opportunities to both male and female to access information, services and resources in the pilot sites. There are three female target groups that need to be given special attention within the AVC project: 1) female horticulturalists, 2) women-led harvest and post-harvest groups, 3) female agricultural business owners. • Female horticulturalists – this category includes not only female farmers, but also women doing farming within their home gardens. • Women-led harvest and post-harvest groups – the groups of women with a female leader vary in types of specialization in: agricultural works performed during the production phase; pruning; or picking, sorting, grading and packing works. • Female agricultural business owners – There is a small number of existing female business owners consolidators, exporters, cold storage owners. At the same time there are many women who would like to start or expand their agricultural businesses, but lack of information and experience working out the business plans and find appropriate technologies for expanding their production or processing businesses. Gender action plan (Appendix 3) includes above mentioned target groups present along the horticultural value chains in Uzbekistan and covers the four AVC project components identified in the project’s technical proposal.
