DECISION
ON APPROVAL OF THE LIST OF TECHNOLOGICAL AND LABORATORY EQUIPMENT, THEIR COMPONENTS AND SPARE PARTS, AS WELL AS RAW MATERIALS AND MATERIALS, MEDICAL SUPPLIES AND PACKAGING MATERIALS EXEMPTED FROM CUSTOMS DUTIES
In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan "On additional measures related to the rapid development of the pharmaceutical industry of the republic in 2022-2026" No. PF-55 dated January 21, 2022, the Cabinet of Ministers decides:
1. Decree of the President of the Republic of Uzbekistan dated January 21, 2022 No. PF-55 "On additional measures for the rapid development of the pharmaceutical industry of the republic in 2022-2026"by manufacturers of pharmaceutical products, enterprises engaged in the wholesale trade of pharmaceutical products, specialized research institutes and higher education institutions brought for their needs, and by enterprises engaged in the wholesale and retail trade of pharmaceutical products inside the pharmacy technological and laboratory equipment imported for the purpose of drug preparation, not manufactured in the Republic of Uzbekistan, their components and spare parts, "clean rooms", sandwich panels and ventilation systems for pharmaceutical production buildings, as well as feeding laboratory animals, clinical research and raw materials and materials used for the production of medicinal products (including preparation in a pharmacy),Please note that medical supplies and packaging materials are exempted from customs duties until January 1, 2025 according to the lists approved by the Cabinet of Ministers.
2. The following:
Until January 1, 2025, pharmaceutical products imported for their own needs by manufacturers, enterprises engaged in wholesale trade of pharmaceutical products, specialized research institutes and higher education institutions, and wholesale and retail of pharmaceutical products raw materials and materials imported by enterprises engaged in retail trade for the purpose of preparation of drugs in the pharmacy, used for feeding laboratory animals, clinical-preclinical research and production of drugs (including preparation in the pharmacy) that are not produced in the Republic of Uzbekistan, medical list of items and packing materials in accordance with Appendix 1 ;
Until January 1, 2025, pharmaceutical products imported for their own needs by manufacturers, enterprises engaged in wholesale trade of pharmaceutical products, specialized research institutes and higher education institutions, and wholesale and retail of pharmaceutical products the list of technological and laboratory equipment, their components and spare parts, which are not produced in the Republic of Uzbekistan, imported by enterprises engaged in retail trade for the purpose of drug preparation in the pharmacy, in accordance with Appendix 2 ;
Until January 1, 2025, pharmaceutical products imported for their own needs by manufacturers, enterprises engaged in wholesale trade of pharmaceutical products, specialized research institutes and higher education institutions, and wholesale and retail of pharmaceutical products The list of "clean rooms", sandwich panels and ventilation systems for pharmaceutical production buildings, which are not produced in the Republic of Uzbekistan, imported by retail enterprises for the purpose of preparation of drugs in the pharmacy, should be approved in accordance with Appendix 3 .
3. Technological and laboratory equipment, components and spare parts for them, as well as raw materials and materials used for the production of medicines, medical supplies and packaging imported in accordance with the lists approved by the State Customs Committee of the Republic of Uzbekistan with this decision establish strict control over the purposeful and effective use of materials.
4. According to the Customs Code of the Republic of Uzbekistan, if the goods are used for other purposes within three years from the time of conditional export, the granted customs privileges shall be canceled and the obligation to pay customs fees shall be taken into account.
It should be noted that in the event that technological and laboratory equipment, components and spare parts, as well as raw materials and materials used for the production of medicines, medical products and packaging materials, approved by this decision, are not used for the specified purposes, the funds released in full amount will be charged to the State budget of the Republic of Uzbekistan using fines established by law.
5. Amendments and additions should be made to some decisions of the Government of the Republic of Uzbekistan in accordance with Annex 4 .
6. Let the Ministry of Health of the Republic of Uzbekistan, together with the relevant ministries and agencies, harmonize the normative legal documents they have adopted with this decision within one month.
