FIE ASSISTANCE FOR THE DEVELOPMENT OF SPORT Coaches Training Camp The FIE funded a coaches training camp on the European continent, in Budapest from January 7 to 14, 2012. This training camp was jointly organized with the European Fencing Confederation, at the Zoltan Bernat fencing center in Budapest. 23 coaches, from 14 countries, participated in this training camp, many of them in the three weapons. The countries represented were: Austria, Bulgaria, Croatia, Denmark, Finland, Georgia, Greece, Ireland, Macedonia, Norway, Latvia, Lithuania, Slovenia and Sweden. Octavian Zidaru (ROU) and Zoltan Bernat (HUN) taught the course. I. Athlete training camps In 2011-2012, the FIE continued to organize its usual training camps one week before World Championships, and ensured the technical, logistical and financial support of the participants up until the end of the individual events of the Championships, also organized by the FIE. The first training camp was organised one week before the Catania World Championships, at the Enna University Center (60 km from Catania). Many participants (65 athletes) attended this very successful training camp. The second training camp was organised one week before the Moscow (RUS) Junior and Cadet World Championships in Russia. It was held in a Sport Center situated 50 km from Moscow. A record number of participants attended; 60 young athletes from 60 different countries attending were invited by the FIE. At the end of the camp, the athletes and the support staff transferred by bus to the Kosmos hotel, official hotel of the World Championships in Moscow. Organising these training camps has the following objectives: encouraging and facilitating the participation of all national federations in the World Championships; offering an intensive week of preparation to fencers who do not always have enough training partners to attain a strong international level; having these talented youth discover all the content and structure of a modern training session; letting them benefit from the advice of very experienced fencing masters, which they will be keen to put into practice; ensuring that their first contact with the fencing world elite happens in the best of conditions, in order to encourage them to work twice as hard and become role models once back at their home training base. II. Coaches training courses In 2012, the FIE continued to organize coaching improvement training courses, targeted at high level and national team coaches. These courses were reduced to two weeks, and their content has been modified. It now includes the programming methodology for national team training sessions. The learning volume is set at 30 hours per week, split into 10 sessions. Each training course ended with an exam and the awarding of diplomas. The same type of training course was held for each continent in each weapon. The FIE provided all the funding for onsite and training expenses. Europe Executive Committee Annual Report - 2011- 2012 Page 39 A foil coaching course was organised from May 25 to June 9 2012 in Budapest, Hungary. The FIE asked the national federations to select national coaches or coaches who already took part in the FIE training courses to attend. The (18) countries represented were: Macedonia, Serbia, Portugal, Great-Britain, Belgium, Ireland, Finland, Azerbaijan, Croatia, Bulgaria, Denmark, Slovenia, Slovakia, Norway, Sweden, Latvia, Austria, Georgia. The course was run under the expert leadership of Hugues Leseur (FRA) and Petru Kuki (ROU). Asia The same kind of training course was organised for Asia in epee, from May 30 to June 14, 2012 in Tashkent, Uzbekistan. The (24) countries represented were: Jordan, Vietnam, Lebanon, Malaysia, Thailand, Nepal, Iraq, Kazakhstan, India, Iran, Indonesia, Mongolia, Taipei, Turkmenistan, Tajikistan, Kyrgyzstan, Uzbekistan, Sri Lanka, Syria, Bahrein, Singapore, Cambodia, Australia, and Brunei. The course was taught by Dr. Octavian Zidaru (ROU) and Jerzy Konczalski (POL). America For the Americas, the foil training course was organised in April 2011. The (26) countries represented were: Belize, Ecuador, Panama, Argentina, Aruba, Nicaragua, Chile, Honduras, Costa Rica, Paraguay, Curaçao, Colombia, Brazil, Guatemala, Venezuela, Uruguay, Bolivia, Peru, Virgin Islands, Antigua and Barbuda, Barbados, Cuba, Mexico and El Salvador. The course was run under the expert leadership of Dr.Octavian Zidaru (ROU) and Jerzy Konczalski (POL). Africa In Dakar, Senegal, a permanent fencing master school is already in place. This year, the FIE also organised a high level training and updating course for the sabre national coaches in Dakar. The following federations were represented: Guinea, Niger, Togo, Mali, Ivory Coast, Botswana, Gabon, Mauritania, Tunisia, Burkina Faso, Egypt, Morocco, Congo Democratic Republic, Cameroon, Sierra Leone, Nigeria, South Africa and Senegal. We can safely conclude that these training courses have had a resounding success, with 86 countries representing 5 continents participating. III. Fencing masters training and upgrading schools In Dakar, Senegal, the fencing master school created in 1999 perfectly fulfills its role. Without this school, the development of African fencing would have remained an impossible task. The initial objectives of the school were as follows: training fencing masters for new African federations; updating the skills of the African fencing masters; supporting the implementation of new African federations; providing high level training for African fencers. The 7 th class of the Dakar International School for Fencing Masters (E.I.M.A) started its training on October 15, 2011. The session is planned to end August 31 st , 2012. Composition of the 7 th class (2011-2012): 10 students The following federations are represented: Algeria (2) South Africa (1) (female) Burkina Faso (2) (including 1 female) Cameroon (1) Ivory Coast (1) Niger (1) Togo (1) Senegal (1) The final exams are planned for the second part of August 2012. Executive Committee Annual Report - 2011- 2012 Page 40 Student recruitment is done through a request of candidacies, with participation criteria being sent to all African federations affiliated to the FIE, with a copy to the FIE office. Federations having never sent candidates before have priority. 1. The program Given the reduced training period, the program was adapted. We thought it necessary to reduce the number of hours spent on secondary subjects, such as anatomy, physiology, training planning, and so on, in order to give more time to fencing specific subjects. 2. The infrastructure The EIMA is always looking for means of obtaining its own fencing salle. This would allow the students and fencing masters to work longer periods and no longer depend on the availability of the common fencing salle shared by the school and the federation. If successful, the training time reduction would be less consequential. Until this fencing salle materializes, we have organised a training space in the lodging quarters, where the students can go if the stadium is occupied or if they want to train what they learn in class more in-depth. A classroom for the theoretical subjects was also arranged in the lodging center. 3. The lodging center The lodging center is a building with 8 bedrooms capable of hosting up to 12 students. The students reside in single, double or triple rooms, depending on the size of the rooms. The meals are prepared onsite by specialized personnel. 4. The teaching personnel There are two categories of teachers: ‐ permanent fencing masters: Julien OUEDRAOGO- Burkina Faso- FOIL John KAMATE- RDCongo- SABRE Baytir Sidy DIOP- Sénégal- EPEE ‐ a fencing master intern Aguénam AKLESSO- Togo 2011-2012 activities of the Oceania Fencing Master Academy (OFMA) Attendance at FIE coaches training courses Tuko Maia, an Australian coach, participated in the FIE epee coaches training course organized in Tashkent in 2012. OFMA Training Course In 2011-2012, the OFMA coordinated the implementation of 6 Level 1 courses in various Australian states, and hosted a Level 2 course in New South Wales. OFMA training seminars The following seminars were organized last year: fitness tests and organisation elite development junior development We are currently planning other seminars for 2012. OFMA coaches evaluation and accreditation The evaluation for Level 3 coaches took place during the 2011 Junior Australian National Championships, and National Open Championships. Since the publication of the last report, 28 coaches have been accredited or re-accredited. Fencing development in Samoa Two OFMA coaches were sent by the OFC to Samoa in October 2011, in order to follow up on the long term communication with local resource persons in the hope of introducing fencing in Samoa and evaluating the viability of its introduction. The objective was to pursue one of the common goals of the FIE and the OFC, furthering the development of fencing in Oceania. After many discussions these past few years, the OCS decided to take action in this matter. The mission was successful and our key resource person, Father Hemi Faaeafaleupolu, as well as the Secretary General of the Samoan Sport Association and of the Samoan National Olympic Committee (SASNOC), agreed that the Samoan Fencing Association should be established as soon as possible and request its affiliation to the FIE. The OFC worked with Samoa to prepare the necessary documentation. IV. Olympic Solidarity Camps 1. Administrative course The FIE organized a course for American administrators, and another for African French-speaking administrators. The FIE funded the following expenses for the first participant of each federation: plane ticket, visa, hotel, breakfast and lunch, and course documentation. Each participant took a final exam and received a participation diploma. These courses essentially treated the following subjects: composition and functioning of FIE's bodies and the development assistance it provides; computer tools, Internet, and the use of the FIE Web site; FIE documents and information, and how to easily use them. The course for the American administrators included 40 participants, and took place in Reno (USA), July 8 to 10, 2011. The course for the African French-speaking administrators brought together 14 out of 15 Francophone countries, and took place in Catania (ITA), October 14 to 16, 2011. A course for the European administrators and one for the English-speaking African administrators will be held respectively in September and October 2012. VI. Material Aid (see the Financial Report) Thanks to the new program 100 NFF, proposed by the FIE's President, and approved unanimously by the FIE Executive Committee, 105 national federations have received important material support during the 2011-2012 season. In total, the FIE sent the following to the national federations as gifts: 1) 355 fencing pistes; 2) 115 top of the line fencing apparatus sets for competitions, finals and training; 3) 500 equipment sets including: clothing, masks, electric jackets, gloves, and body wires 4) 1,100 weapons (epee, foil, sabre) and blades The total amount of the material aid given to federations is 989,040 CHF (1,011,310 USD) This program 100 NFF was a key factor in the development of fencing in the targeted countries. The members of the FIE Executive Committee have approved its results unanimously, and the program will be implemented again in the 2012 – 2013 season. VII.
