Agricultural trade policy


Connection to international markets, which is not impeded by undue intervention from the country of origin or the trade partner governments, is an often-cited integral part of the formula for agricultural success. In the twenty-five year study period, what was the trade climate in the chosen countries, and how did this change? A partial answer to this question is given in the details in Table 6. Estimates of the nominal amount of assistance (NRA) are the figures in the table, an estimation of the percentage by which government interventions increased/decreased farmers' gross return above what they would be without government action (Anderson and Valenzuela, 2008). Just 13 of the 20 countries where agriculture has made a positive contribution to poverty reduction have obtained results. The last line provides the results of the NRA for high-income OECD countries to illustrate how much agricultural security farmers have earned in these important trade partner countries. It should be noted that the above overestimates the trade protection of the OECD that developed countries face on the list, which, under a variety of favorable trade agreements, profits from preferential access to OECD markets. (Brown, 2018).

Trends in Brazil, China, and Vietnam, three countries where poverty has all plummeted incredibly rapidly, have been particularly drastic. If we look at the last row of the table now, we can see that the high positive trade security rates and market subsidies usually enjoyed by farmers in rich countries have deteriorated. That is, since the 1980s, the protection that developed countries have obtained from rich countries' economies has steadily and dramatically decreased. This progress was confirmed when the annual monitoring and assessment study looked at wider figures of OECD agricultural funding. Overall, the trade situation faced by farmers in the chosen countries was a reduction in the lack of homelands and a reduction in the positive security of the trading partners of the rich countries.
