Main Directions in Improving State Budget Policy

Analysis of the Literature Used 

The implementation of the budget policy of the state means, first of all, that the economy is regulated by the 

state. The  earliest  representatives  of  these  views  are  the  Keynesians  and  their  followers. The  importance  of 

the  state  budget  in  public  administration  was  expressed  by  J.M.  Keynes  in  his  General  Theory  of 

Employment, Interest, and Money (1936). Opinions on the state budget  have been discussed in recent years 

by  A.  Laffer,  G.  Lawrence,  G.R.  Zodrov,  P.  Miezkovsky,  L.  David,  G.  Blodget,  Peter  Middleton,  K. 

McConnell,  Simon  Nenbii,  Baro,  Cheperu,  Sirquin,  Lapdu,  Piancastelli,  Elton,  Nagi,  Hanson,  Tiiri.  Of 

course,  these  scholars  have  only  studied  some  parts  of  the  country's  financial  problems.  [3] 

Among  the  CIS  scientists,  Y.  Balatsky,  A.  Drobozina,  B.  Ragozin,  V.  Belostotskaya,  D.  Chernik,  V. 

Knyazev,  V.  Radionova,  Vasilev,  V.P.  and  others  have  conducted  research  in  this  area  and  some  of  the 

current  financial  situation,  in  the  CIS  countries,  processes  are  associated  with  the  names  of  the  above 

scientists. [4]  Moreover, issues of financial policy are the subject of scientific interest of  economists of our 

Republic.  In  particular,  the  scientific  researches  of  the  economists  of  our  country,  such  as:   T.S.Malikov, 

Q.A.Yahyoev,  N.H.Haydarov,  Sh.A.Toshmatov,  B.E.Toshmurodova,  M.I.Alimardonov,  A.A.Nabihodjaev, 

E.F.Gadoev,  A.S.Joʼraev,  J.R.Zaynalov,  B.R.Sanakulova,  S.S.Gʼulomov,   The  scientific  researches  of 

V.Kobulov,  T.Sh.Shodiev,  R.H.Alimov,  B.Yu.Khodiev,  N.M.Mahmudov,  O.M.Abdullaev,  B.T.Salimov, 

S.K.Salaev and S.V.Chepel are aimed at a certain solution. [5]  

T.S.Malikov, one of the leading scientists in the field of budget  and finance in Uzbekistan, has done a lot of 

research,  especially  in  this  area.  In  particular,  the  scientist  describes  the  state  budget  as  follows.  “In  the 

current situation, the state budget, representing a part of social relations, is an important distribution tool that 

allows the state to accumulate a large part of the country's gross domestic product relative to national income 

and direct it to the development of various sectors of society.” [6]
