The Construction Manager must be aware of its contractual obligations regarding safety on the project site. In the past, safety on the job site was considered the sole responsibility of the Contractor. However, federal and state governments, as well as the courts, are increasingly holding all construction professionals and the Owner responsible for job site safety.

The Construction Manager must have a thorough understanding of the current safety requirements. The Construction Manager should coordinate the incorporation of these requirements in the contract documents, as well as in the Construction Management Plan and the Project Procedures Manual.

The basic objectives of an adequate safety plan should include provisions to ensure that:

  All contractors will comply with all applicable federal, state and local requirements including the provisions of the Occupational Safety and Health Acts with all additions and revisions, to the extent that the provisions and standards affect the work of the project.

  Employees shall not be required or knowingly permitted to work in an unsafe environment except for the purpose of making safety corrections, and then only after proper precautions have been taken for their protection.

If the hazard is not corrected, the affected employee will report the unsafe condition to the site safety personnel.
