Reasons for the appearance of paronyms :
Differentiation of the meanings of words, including native Russian and borrowed from the Old Slavonic language
As a result of word formation
The transition of participles into an adjective and the coexistence of Russian and Old Slavonic units
Penetration into the general vocabulary of words of initially limited use
Coexistence in the language of borrowings from different periods
Paronomasia is a stylistic device consisting in a deliberate convergence in the text of words with sound similarity.

Today in the scientific literature there is a double understanding of paronyms - narrow and wide. A narrow understanding interprets paronyms as "single-root words that belong to the same part of speech, have similarities in sound (and connections with a common root or stem), but differ in their meanings"
With a broad understanding, “the phenomenon of paronymy is correlated with paronomasia - a stylistic device for organizing speech means, consisting in a deliberate convergence in the text of words that have a sound similarity: escalator-excavator; deaf, dumb, etc.
About dictionaries of paronyms:
There are a lot of paronyms in the Russian language, but special dictionaries of paronyms began to appear relatively recently. The first "Dictionary of Paronyms of the Russian Language" (author N. P. Kolesnikov) was published in 1971 in Tbilisi. 
It contains both single-rooted and similar-rooted similar-sounding words - in total over 3000 lexical units. This dictionary is focused primarily on those who study Russian as a non-native language and has a predominantly didactic, reference character. "Dictionary of paronyms of the Russian language" by O. V. Vishnyakova (M., 1974), where only one-root pairs of words are recorded, includes more than 1000 paronyms with interpretations and illustrations, as well as a small theoretical section. The Dictionary of the Difficulties of the Russian Language by D. E. Rozental, M. A. Telenkova includes about 10 thousand similar sounds (both single-root, and heterogeneous) words. In 1994, the "Dictionary of Paronyms of the Modern Russian Language" by Yu. A. Belchikov, M. S. Panyusheva was published, in which more than 200 paronymic series are described in the cultural and speech aspect, the combinability properties of paronyms are compared in great detail, and erroneous word usage is considered.
