Vitaly Ponomarev. Incidents in Karakalpakstan.

Analysis of the official injured list
In the materials of the criminal case, the persons injured during the rallies in Karakalpakstan on July 01-02, 2022, are divided into three groups: 1) members of the security forces who took part in suppressing the rallies and maintaining public order, 2) participants in the mass rallies[xxii], and 3) civilians who were at the place of the rallies but did not take part therein.
The figures in the table below are calculated by us on the basis of the names of the injured. It is worth noting that the total number of victims listed in the criminal case file is more than a quarter higher than the figure given by the prosecutor's office in mid-July 2022.

According to official materials, 10 women and girls were injured in Nukus: one was seriously injured, two were moderately injured and seven were lightly injured (the latter included two girls born in 2013 and 2017). Six of these women were found to be participants in the mass rallies as a result of the investigation.
One of the materials received by the Karakalpak opposition stated that a 10-year-old girl (name unknown) was accidentally hit by a bullet as she was filming outside the Nukus police station from the fourth floor of her house on July 02, 2022. Official lists of the dead and injured do not reflect such a case.
Also among the injured in Nukus are six underage boys aged 14-17, the other two are listed as being born in 2004. Due to the lack of an exact date, we cannot say whether they were of legal age at the moment of injury.
The dates of injuries in the available documents are given only for the 150 civilians believed by the authorities to be participants in the mass rallies. 23 of them were injured on July 01 and 127 on July 02, 2022.
How well do these figures reflect the real situation?
The situation in which all bruises and injuries to security forces officers are carefully documented after the suppression of street rallies, while many participants in the street actions try to avoid seeking official medical treatment in order to avoid being persecuted, is typical of many post-Soviet countries. This explains in particular why the number of injured "officers" in the documents of the Prosecutor's Office increased from 38 (at the beginning of July) to 180. Witnesses described to the author of this article cases in which victims of the use of special means avoided going to doctors.
At the same time, it is surprising that the number of civilian casualties during the same period has been reduced by the prosecutor's office from over 200 to 164 (for details of the figures announced in July, see the beginning of the article). There is no explanation for this trend at the moment.
The absence from the lists of some names, such as Polat Shamshetov, a high-ranking official of the Interior Ministry of Karakalpakstan, who later died in prison, is noteworthy. According to the materials of the court hearings, on July 01, he was present at the scene of the rallies near Jokargy Kenes while on leave. After he returned to work in July 2022, he underwent an expert examination, which confirmed that he had been injured by the use of a restraining device. He was soon accused of involvement in the mass rallies. Shamshetov's name is not on the list of injured.
There is a striking disparity in the number of seriously injured "security forces" and civilians. The difference is almost 7.5 times, and when the dead are taken into account it is 10.5! Meanwhile, there is no such gap in the figures for moderately severe injuries. We can assume that the disparity reflects the massive use of lethal weapons against the demonstrators, which the authorities are trying to deny.
For the injured admitted rioters, the available materials indicate the place of injury.
Preliminary analysis of the list of those severely and moderately injured (lightly injured were not counted) indicates that weapons and special equipment were used in at least 23 locations in Nukus (56 casualties) and in the Kanlikul district (2 casualties).
Most of the injured occurred in the following areas of the capital, Karakalpakstan: near the Shorsha Baba cemetery - 9 people, near the Nukus IAD building - 8 people, in front of the entrance bridge near the intersection of Uzbekistan Avenue and 60th Anniversary of Karakalpakstan Street - 6 people, near Deyhan market on E. Allakoz Street - 6 people, near the Mega Nukus shopping centre - 3 people, other 18 locations - from 1 to 2 people.
The list of members of the security forces who were injured mentions 12 military units of various departmental affiliations involved in suppressing unrest in Karakalpakstan. Some were permanently stationed in the republic, while others were transferred to the region from Jizzakh, Kashkadarya, Samarkand, Khorezm and possibly other provinces of Uzbekistan. The highest number of military personnel injured was in the National Guard unit 98162 (71 persons) and the Ministry of Defence unit 53008 (11 persons). The responsibility of the leadership of these units for the disproportionate use of force needs to be investigated. In the remaining units, the number of injured military personnel varies from 1 to 6. According to the list of injured, internal affairs officers from Bukhara, Navoi, Tashkent and Khorezm provinces were also sent to suppress the rallies in Karakalpakstan. However, the National Guard played the main role in suppressing the rallies.

[xxii] In the investigation of the events in Karakalpakstan in July 2022, the charge of participation in mass riots, i.e. group violence, was, in our assessment, often unfounded, sometimes only on the basis of a person's participation in an unsanctioned rally.
[xxiii] The documents mention 151 injured protesters, but the available list of names includes only 150.
