Mahoney is a Nunn-Lugar Fellow with the US Department of Defense Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control. His research for CNS and other organizations has focused on WMD security in the former Soviet Union, Eurasian regional affairs and extremism, and small arms control standards. Mahoney has contributed to nuclear safeguards engagement and concepts development at Pacific Northwest National Laboratory (PNNL). He has also provided subject matter expertise for diplomatic strategy development and education programming for the Comprehensive Nuclear-Test-Ban Treaty Organization through the PNNL Nuclear Explosion Monitoring and Policy Program and CNS International Organizations Nonproliferation Program. He received his MA in Nonproliferation and Terrorism Studies (Monterey Institute of International Studies, 2012) and BA in Russian and Political Science (Middlebury College, 2011). James W. Toppin received a BA in Russian Studies from Principia College in 1972 and is a freelance translator of Russian and French. Raymond A. Zilinskas earned a PhD at the University of Southern California in 1981. After graduation, he worked for the US Office of Technology Assessment, United Nations Industrial Development Organization, and University of Maryland Biotechnology Institute. He served as a biological weapons inspector on the UN Special Commission on Iraq in 1994. Currently, he directs the Chemical and Biological Weapons Nonproliferation Program at the James Martin Center for Nonproliferation Studies, Monterey Institute of International Studies, in Monterey, California (a graduate school of Middlebury College). His recent major publications include the important reference work Encyclopedia of Bioterrorism Defense in 2010 (co-edited with Rebecca Katz) and the encompassing book The Soviet Biological Weapons Program: A History in 2012 (co-authored with Milton Leitenberg).
