CHAPTER 3: PLANNING THE DEVELOPMENT OF THE 
TRANSMISSION SYSTEM 
3.1.
INTRODUCTION 
3.1.1. By planning the development of the transmission system, the necessary development of 
the transmission system and certain conditions in which this system will operate in the 
following period are considered, in order to determine measures for providing normal 
operation of the electric transmission system.
3.1.2. The planned construction, reconstruction and upgrade of transmission facilities have to 
ensure preconditions for development of generation and distribution capacities, electricity 
market and reliable delivery of electricity for projected level of consumption. 
3.1.3. Apart from the criteria for ensuring normal operation of the transmission system, 
during the planning of the transmission system development JSC EMS takes into account all 
relevant economic indicators in order to minimise the costs of the optimal development of the 
transmission system. 
3.1.4. This chapter contains precise technical criteria, maps and data used during the planning 
of the transmission system development, periods for which Grid Code of the transmission 
system development is drafted and the content of this Grid Code.
