Report on the Implementation of the Russian Officer Resettlement Certificate Program

The Russian Officer Resettlement Certificate Program in
Nizhniy Novgorod Oblast 
The Russian Officer Resettlement Certificate program in the Oblast of Nizhniy Novgorod started on February 24,
1995.  At the time of the of the program suspension on May 31, 1995, 300 officers had received certificates.  This
represents 100 percent of the 300 officers who were to have been housed under the terms of the MOU which was
signed on December 1, 1994.
Site Selection:
In Nizhniy Novgorod Oblast the cities of Nizhniy Novgorod and Bor, with a combined population of  over 1,500,000
people, were selected to participate in this program, primarily because the two cities had many units to offer.  In
addition the two cities on the Volga offered a wide range of employment possibilities.  The auto plant GAZ, the plate
glass manufacturer BOR and a number of very large industries are located in and around the two cities.  The city of
Nizhniy Novgorod has an old city center and a stock of secondary market units.  The city of Bor had over two
hundred units that were near completion.  Though the two cities on each side of the Volga have separate municipal
administrations,  they are very closely linked.  All the briefings were scheduled to take place in Nizhniy Novgorod
city, and developers from the city of Bor supplied transport across the river, or the officers took  public transport
across the river to see the available units.  The Pricing Center, which is loosely tied to the Department of
Construction, supplied us with unit prices. 
Bank Selection:
Two of  the ISBs had affiliates in Nizhniy Novgorod :  Tokobank and Inkombank.  Both banks were approached and
given RFPs.  The stronger proposal came from Inkombank. (Tokobank had been selected in the New Construction
Program in Nizhniy Novgorod.)  The administration of Nizhniy Novgorod also supported choosing Inkombank,
because they felt that such a decision would give both ISBs in the Oblast a chance to participate in a USAID funded
program.  
The subcontract signed between the bank and Abt Associates provided that Inkombank would receive $ 1,000 for
every processed officer.  For the 294 officers who have closed on their units, the bank has received $294,000 in
payment.
A modification to the subcontract was signed adding a new task: verification of officer occupancy of their units. 
The bank received $ 10,000 to do this additional work.  To date they have verified that 49 officers have moved in.

The Department of Construction for the Oblast sent us pricing data and the pricing projections were done by Abt
Associates Inc.  The amounts paid for the redemption of certificates are listed below:

Certificate extensions and cancellations
Within one month of receiving their certificates, officers had to find a housing unit, negotiate the price, and sign a
presales contract  with the offeror or owner of the unit.  This contract defined the terms and conditions of the sale,
and committed both the buyer and the seller to complete the purchase transaction within three months.
Occasionally the officers were unable to sign the presales contract within one month of having received their
certificates.  The bank, on behalf of the officers applied to Abt associates Inc.  to have the one month deadline for
signing the pre-sale contract extended, and Abt Associate gave the bank the decision after consulting with USAID. 
Usually an extension was requested if the officer was unable to return from the Baltics in time to sign the pre-sale
contract.  When an officer was granted such an extension, the officer still had to sign the final closing contract
within four months of  receiving the certificate.
If the builder was unable to complete the unit on time, or if the builder backed out of the pre-sales contract, the
officer would be granted an extension of the four month deadline to close on a unit.  Again an application for
extension was submitted by the bank and the decision reached after consulting with USAID.  In Nizhniy Novgorod
only a few officers were unable to get their closing within the four months, primarily because the notary did not
stamp the closing contract on time, and these officers had to get an extension.
Of the officers who received certificates in Nizhniy Novgorod
6 certificates were canceled
2 officers had their one month search period extended
6 officers had their four month certificate duration extended.
Issues
Possibility for conflict between the Voucher and the New Construction Programs
Initially, Nizhniy Novgorod was not reviewed as a possible site, because the Oblast had expressed its interest in the
New Construction Program.  Having the two programs at the same site could have been  problematic, if  all the
officers interested in being housed in Nizhniy Novgorod were housed under the Certificate Program.  However, the

city of Nizhniy Novgorod and Bor were  committed to executing the Certificate Program, and we found Nizhniy
Novgorod and Bor to be a popular site with officers.  The New Construction Program was also being executed in
other cities in the Oblast, and would not cause any conflict in scheduling.
Fraud
Two officers after having had their eligibility verified and after closed on two units applied to participate in the
program to gain an additional two units.  These two officers changed their identity and approached the
administration and once again applied for a certificate.  The falsified documents were all in order, and they received a
certificate for which they tried to close on a second set of units.  However, as they went to the bank to close on the
unit, the clerk responsible for checking the closing papers at Inkombank recognized the individuals and had them
arrested by the local police (militia).  Their certificates were immediately canceled, and their case was brought to
USAID’s attention as well as MINSTROI’s .  The local Militia is in the process of prosecuting the two officers.
The attached tables provide information on certificate issuance and closings in the Oblast of Nizhniy Novgorod.
