The Russian Officer Resettlement Certificate Program in
Pskov Oblast The Russian Officer Resettlement Certificate program in the Oblast of Pskov started on April 28, 1995. At the time of the of the program suspension on May 31, 1995, 55 officers had received certificates. This represents 37 percent of the 150 officers who would have been housed under the terms of the MOU which was signed on March 10, 1995. Site Selection: In Pskov Oblast the cities of Pskov, Veliki Luki and a number of smaller municipalities were selected to participate in this program. The Certificate Follow-on program, conducted by Urban Institute (UI), had already been issuing certificates in Pskov, and the Oblast administration was eager to have the Certificate program continue in the Oblast. The Oblast also had the added advantage of being close to the Baltic states. And finally any additional training at the bank and the administration would be minimal. The Pricing Center in the Oblast administration’s Department of Construction continued to supply us with prices as they had with UI. Bank Selection: None of the ISBs had affiliates or branches in Pskov. Pskovakobank was chosen on the strength of their proposal, and based on the fact that this bank had been chosen to work in the pilot program. Pskovakobank was selected on the recommendation of the administration of the city of Pskov, Urban Institute, Tveruniversalbank, and approved by Minstroi. The subcontract signed between the bank and Abt Associates provided that Pskovakobank receive $1,000 for every processed officer. For the 53 officers who have closed on their units, the bank has received $53,000 in payment. A modification to the subcontract was signed adding a new task : verification of officer occupancy of their units. The bank received $1,000 to do this additional work. To date they have verified that 12 officers have moved in. Pricing: The Department of Construction for the Oblast sent us pricing data and the pricing projections were done by Abt Associates Inc. Officers and their category classifications Category Number of officers Percentage First 53 100.00% Second 0 0.00% Third 0 0.00% Total 53 100.00% Certificate extensions and cancellations Within one month of receiving their certificates, officers had to find a housing unit, negotiate the price, and sign a presales contract with the offeror or owner of the unit. This contract defined the terms and conditions of the sale, and committed both the buyer and the seller to complete the purchase transaction within three months. Occasionally the officers were unable to sign the presales contract within one month of having received their certificates. The bank, on behalf of the officers applied to Abt associates Inc. to have the one month deadline for signing the pre-sale contract extended, and Abt Associate gave the bank the decision after consulting with USAID. Usually an extension was requested if the officer was unable to return from the Baltic states in time to sign the pre- sale contract. When an officer was granted such an extension, the officer still had to sign the final closing contract within four months of receiving the certificate. In Pskov, due to delays in negotiations, four officers had to receive an extension on their one month search period. If the builder was unable to complete the unit on time, or if the builder backed out of the pre-sales contract, the officer would be granted an extension of the four month deadline to close on a unit. Again an application for extension was submitted by the bank and approved after consulting with USAID. Of the officers who received certificates in Pskov February 8, 1996 62 2 certificates were canceled 4 officers had their one month search period extended 5 officers had their four month certificate duration extended. Issues Non-ISB banks The fact that no ISBs were available required a more thorough review of the bank’s proposal. Tveruniversalbank was advised as was the administration of Pskov. With the experience of the Urban Institute’s (UI) Certificate program, we were not as concerned about the working capacity of the bank. Pskovakobank was selected after receiving approval from Tveruniversalbank and Minstroi. Possibility for conflict between the Pilot Program and the Main Program 1 Although the fact that UI had successfully operated a certificate Program in Pskov was indicative of our likelihood of conducting a successful program there, it also raised some potential problems because of the differences in the two programs. In the Follow-on program, the officer was entitled to the difference between the value of the certificate and the price of the unit. This shopping incentive was eliminated in the main program, and the distinction had to be emphasized in training the bank and the administration. In addition in the Follow-on Program the officers were given three months to search for a unit, in the main Certificate program, however, the officers were only given one month to find a unit and sign a presales agreement. This meant that it was necessary to identify units that were close to completion, and the realtors had to likewise show secondary market units that would be available within the life of the certificate. 2. Since prices were calculated and projected for three months, when the main program started we had to make sure that our pricing methodology corresponded with that used by UI. The same prices were used in both programs during the period of overlap. 3. With the same bank staff and the same administration officials working on both programs, we had to make sure that they did not confuse the paperwork for the two programs. Any possibility for confusion was minimized by emphasizing the distinctions during the training, and by using forms that were different from those used in the UI program. The attached tables provide information on certificate issuance and closings in the Oblast of Pskov. At the time of the of the program suspension on May 31, 1995, 137 officers. had received certificates. This represents 46 percent of the 300 officers who would have been housed under the terms of the MOU which was signed on March 1, 1995. Site Selection: In Saratov Oblast the cities of Saratov and Engels were selected to participate in this program, because they are large cities with many large industries. The two cities, with a combined population of over a million, have an airplane factory, plate glass factories, large mills, and textile factories. This seemed to be a favorable site because in addition to the large number of factories, many offerors presented good quality housing. The administration of the program was conducted in Saratov city, through the Oblast administration, and with the presence of representatives from both municipalities. The Pricing Center is an independent agency and they supplied us the base unit prices, and like all the other sites, pricing calculations were done in the Abt Associates’ Moscow Office. Bank Selection: None of the ISBs had affiliates or branches in Saratov and Engels. The administrations recommended Stema Bank and Tavis bank. Both banks were approached and given RFPs. Tavis bank was selected based on the recommendation of the Municipality of Saratov, Tveruniversalbank and approval of Minstroi. The subcontract signed between the bank and Abt Associates provided that Tavis Bank would receive $ 1,000 for every processed officer. For the 134 officers who have closed on their units, the bank has received $134,000 in payment. A modification to the subcontract was signed adding a new task : verification of officer occupancy of their units. The bank received $ 6,000 to do this additional work. To date they have verified that 88 officers have moved in.
