Report on the Implementation of the Russian Officer Resettlement Certificate Program

Site Selection:
In Belgorod Oblast the city of Stariy Oskol was selected to participate in this program, primarily because one of the
offerors, KMA-Jilstroi, had over two hundred units that were ready or would be ready within four months for
occupancy.  In addition,  the same builder had another 150 units in the early stages of construction that would be
available during the life of the program.  The city of Stariy Oskol with a population of over 200,000, people has large
metallurgic plants.  The availability of units, combined with the potential for employment in the metallurgic plants,
made this a suitable choice for the program.  The administrative center, Belgorod, chose not to participate in the
program because they were not able to satisfy the terms of the program, specifically,  the availability of a large
number of units. However, with the Pricing Center in the Oblast administration’s Department of Construction, pricing
data was supplied from the city of Belgorod.
Bank Selection:
None of the International Standard Banks (ISB)

 had affiliates or branches in Stariy Oskol, though Menatep had a
branch in the city of Belgorod.  The New Construction Program  (administered by Ralph Parsons Co.) was building
units in Stariy Oskol and used Menatep to do their banking.  However, in the Certificate Program the bank plays an
integral role in the briefing of officers as well as processing officers from certificate issuance through to the purchase
of their units.  We, therefore, were looking for a bank that could take on this role, specifically,  a bank that would be
immediately and consistently accessible to the officers, and a bank that could have regular contact with the
municipal administration of Stariy Oskol.  Of the regional banks, Belgorod Kreditprombank was the only bank to
express interest in participating in the program.  Belgorod Kreditprombank was selected because it would be able to
fulfill all the program requirements, and in addition, the bank was recommended by the administration of the city of
Stariy Oskol and approved by Minstroi.
The subcontract signed between the bank and Abt Associates provided that Belgorod Kreditprombank would
receive $ 1,000 for every processed officer.  For the 276 officers who have closed on their units, the bank has
received $276,000 in payment.
A modification to the subcontract was signed adding a new task: verification of officer occupancy of their units. 
The bank received $ 10,000 to do this additional work.  To date they have verified that 217 officers have moved in.  
Pricing:
The Department of Construction for the Oblast sent us pricing data and the pricing projections were done by Abt
Associates Inc.  The amounts paid for the redemption of the certificates are listed below:

Certificate extensions and cancellations
Within one month of receiving their certificates, officers had to find a housing unit, negotiate the price, and sign a
presales contract  with the offeror or owner of the unit.  This contract defined the terms and conditions of the sale,
and committed both the buyer and the seller to complete the purchase transaction within three months.
Occasionally the officers were unable to sign the presales contract within one month of having received their
certificates.  The bank, on behalf of the officers applied to Abt Associates Inc.  to have the one-month deadline for
signing the pre-sale contract extended, and Abt Associate gave the bank the decision after consulting with USAID. 
Usually an extension was requested if the officer was unable to return from the Baltics in time to sign the pre-sale
contract.  When an officer was granted such an extension, the officer still had to sign the final closing contract
within four months of  receiving the certificate.  Since most of the available units were at or near completion, the
officers were able to sign the pre-sales contract soon after receiving their certificates.  
If the builder was unable to complete the unit on time, or if the builder backed out of the pre-sales contract, the
officer would be granted an extension of the four-month deadline to close on a unit.  Again an application for
extension was submitted by the bank and the decision reached after consulting with USAID.  The mayor of Stariy
Oskol delayed issuance of certificates of occupancy (State AKT) for a number of buildings because the city had not
received payment from the federal budget for off-site infrastructure work connected to the New Construction
program.  This delayed the acceptance of the buildings, hence the large number of extensions.
Of the officers who received certificates in Belgorod
3 certificates were canceled
0 officers had their one-month search period extended
71 officers had their four-month certificate duration extended.
Issues
Non-ISB banks
The fact that no ISB were available required a more thorough review of the bank’s proposal.  Tveruniversalbank was
advised as were the administrations of Stariy Oskol and Belgorod.  Initially a site without an ISB bank was given  a
lower priority ; however, with the large number of units immediately available, we decided to work  with Belgorod
Kreditprombank after receiving approval from Tveruniversalbank and Minstroi.  The bank adequately met program
needs.
Possibility for conflict between the Voucher and the New Construction Programs
Stariy Oskol was not initially reviewed as a possible site, because the Oblast of Belgorod had expressed its interest
in the New Construction Program.  Having the two programs at the same site could have been  problematic, if all the
officers interested in being housed in Stariy Oskol were housed under the Certificate Program.  However, the city of

Stariy Oskol was  committed to executing the Certificate Program, and we found Stariy Oskol to be a popular site with
officers.
Shared participation contracts and its repercussions vis-à-vis BTI registration.
The main developer in Stariy Oskol, KMA-Jilstroi, signed shared participation contracts with the officers.  The
shared participation closing contract was stamped by the Bureau of Technical Inventory  (BTI)  after the offeror had
been paid its money.  Therefore the BTI stamp was only placed on the officer’s and the offeror’s copy.  The bank
was required to check with the BTI office to verify that all the officer’s units had been registered.
The attached tables provide information on certificate issuance and closings in the Oblast of Belgorod.
