(nationalized mental and individual-corporate characteristics) have been 
elaborated. 
Implementation of the research results. On the basis of recommendations 
developed on the systemic coordination, management and control of public 
opinion in our country: 
recommendations showing correlation and dialectical relationship between 
objective reality and subjective factors of public opinion forming are used in the 
second section, the 7

paragraph of fourth section of the Action Plan of 
the Culture and Sports Affairs for 2016 (Reference № 01-11-14-6196 of the 
Ministry of Culture and Sport dated November 15, 2016). These proposals and 
recommendations have been integrated into the National Concept of Cultural - 
educational and Advocacy for 2016-2018, and has elaborated on the optimal 
options for organizing, managing and controlling the structure of public opinion-
making institutions; 
factors influencing the formation of public opinion are mathematically 
modelled: proposals showing effectiveness of using «correlation», «Chi-square 
criterion», «integral assessment», «efficiency level» methods are used in the 
researches of public opinion research centre «Ijtimoiy fikr» (Public opinion) (2013, 

relationship factors influencing on the formation of public opinion.

systematic analysis of a number of studies conducted by the Independent Institute 
for Monitoring the Formation of Civil Society (01/726 reference of the 
Independent Institute for Monitoring the Formation of Civil Society on 14 
November 2016). The mathematical models recommended by the author have been 
instrumental in applying complex and systematic and factorial analysis of the 
sociological research of the Centre and the Institute to the methodological 
improvement of scientific research and the efficiency of work; 
Suggestions and recommendations on improving the methodology of 
organizing, controlling and supervising institutions responsible for establishing and 
maintaining strategic goals for forming public opinion, are set out in paragraphs 
1.5 and 1.12 of the Republican Propagation Proposal for 2015, as well as the 37, 
38, 41, 56, 57, 66

paragraph of the State Program «Year of Care for the Senior 
Generation»(01/05-684 reference of the Republican Centre for Propagation of 
Spirituality dated November 7, 2016). Scientific and theoretical ideas and practical 
proposals shown in the dissertation, namely, their variability, flexibility and impact 
factors have provided practical assistance in identifying the functional and 
integration features of public opinion formation institutes that are part of the 
propaganda of the Centre.
