INTRODUCTION (abstract of PhD dissertation)
The aim of the research is to justify the social functions of Public Service Institutions (PSIs) in the society from a philosophical point of view and to develop proposals for its improvement.
The object of the study is the social functions of institutions for the provision of public services and their democratic character.
The scientific novelty of the research is as follows: it is logically proven that the social role of the center and agencies providing public services is related to the cratological nature of public administration, the means and mechanism of effective influence, the appeals of citizens and the satisfaction of their legitimate needs; it is praxeologically substantiated that the determination (providing information services to the population, entering the labor market and actively participating in it) of the immanent nature, principles and dialectical relevance (structural composition, requirements) of the social functions of the PSIs is a primary factor; the institutional sign, polyfunctional aspect, principles of implementing innovative reforms (electronic platforms integrated into the ecosystem) and regulatory mechanisms in the rational organization of praxeological digital services are revealed through the categories of generality, particularity, and individuality of philosophy; it is philosophically proven that philosophical-legal basis of the organization of the PSIs in New Uzbekistan, the principle of democracy and compatibility with human interests, the consistent formation of the institutional system, the social interests and needs of the addressers have paradigmatic features.
