Conclusion
Khorezm Region has a population of 1,749,700 people, of which 979,000 are of working age, 753,500 are economically active, and 712,900 are employed. The number of unemployed people in the region is 40,651, the unemployment rate is 5.4 percent of the economically active population. More than 25 thousand young people enter the labor market every year. Therefore, taking into account the situation in the labor market, a job creation program was developed. According to the targeted programs, 20,584 jobs will be created, including 8,491 in industry, 5,051 in services, 2,100 in agriculture, and 1,324 due to the restoration of non-working enterprises. In addition, 15,187 jobs were allocated to the credit funds of commercial banks for the establishment of small enterprises and micro-firms, 7,000 to the account of the development of individual entrepreneurship, 8,406 to the account of farmers and farms, 9,097 to the account of the organization of home labor set to create a relay. Necessary measures are being taken in our country to place unemployed people in vacant and quota jobs, to develop effective ways of self-employment. In this regard, special programs are accepted every year. However, despite this, we are not able to achieve positive results in providing employment to citizens. According to the Information and Analysis Multimedia Center under the General Prosecutor's Office, the fact that about 1.5 million people of our country are in need of a job, which is about 10% of the population capable of work, is a reason to say so. New and effective mechanisms for creating new jobs and eliminating problems in ensuring the employment of the population, especially the youth, were reflected in the President's decision "On measures to improve and increase the efficiency of the work to ensure the employment of the population". The decision also approved the "Road map" on improving the activity in the direction of ensuring the employment of the population and increasing the efficiency of the works being carried out. Funds of the state employment support fund are also being increased. An additional 150 billion soums will be allocated to the fund from the republic budget this year, and from 2019, 300 billion soums will be allocated. According to the document, microloans will be granted to small business entities, farmers and peasant farms, and family businesses in the amount of up to 500 times the minimum wage for three years with a six-month grace period.
It is known that the scale of the destruction went beyond the Aral Bay and even the Central Asian region and became a global problem. The whole sea disappeared before the eyes of one generation. However, this basin was considered the fourth closed lake in the world in terms of water volume. Life was bubbling around. Over time, the reservoir began to dry up. This led to the loss of at least 100,000 jobs. Isn't this a huge number for Karakalpakstan?! Why did this happen? Due to the unreasonable use of water, the size of the environment has decreased significantly. This caused a sharp increase in salt concentration. There were almost no signs of life in the sea. Dozens of species of fish, birds, and animals have disappeared. People's economic activities directly related to the sea have stopped. Today there will be sand storms. And the desert squeezed the sea. Every year, tons of sand and salt are blown up by the wind from the rocky bottom of the island and spread over vast areas. Sometimes sea sands are found in the Arctic and Scandinavia. Now imagine how salt-sand storms affect ecology, life and human health. For example, last year they destroyed crops. This did not affect the quality of life of local residents, especially farmers. According to the World Health Organization, more than 665 million people worldwide suffer from endemic goiter and other diseases of the thyroid gland. And 1.5 billion people are at risk of developing iodine deficiency diseases. Among these diseases, tuberculosis is becoming an urgent issue for most countries of the world, including Uzbekistan, in recent years. The Khorezm region suffers more than 44 million dollars in damage every year due to Orolqum, which has formed at the bottom of the Aral Sea. This was mentioned in the study of the World Bank on the topic "The importance of restoring the landscape in Uzbekistan to reduce sand and dust storms in the dry bottom of the Aral Sea." It is noted that at the bottom of the Aral Sea, a desert with an area of about 60,000 square kilometers - Orolkum - has been formed. Over the past several decades, Orolkum has become a source of sand and dust storms. Every year, sand and dust storms of Orolqum bring from 15 million to 75 million tons of sand, dust and salt to the latitudes of Uzbekistan and other countries of Central Asia. As a result, soil erosion and air pollution have a negative impact on the environment, human health and well-being.
