5. Stakeholder 
participation
Apart from the state of Karnataka, no 
other states or line ministries 
participated during implementation. The 
TA required continued stakeholder 
consultation, with respect to the 
implementation of the output related to 
prototype PPP cells. There was a lack of 
continued participation from the state 
and line ministries for request of these 
services. 
In future TA designs, it would be helpful 
if stakeholder participation is secured as 
an advance action to ensure that the 
activities are initiated immediately after 
consultant mobilization. 
This validation agrees that 
stakeholder participation should 
be secured early on in the TA 
design and implementation to 
ensure timely delivery of planned 
activities and outputs.
