PPP enabling frameworks and tools developed 4a. By 2019, the following relevant key PPP policy and/or analytical works developed: a. VGF study b. renegotiation of contracts c. green bond financing d. value for money analyses 4a. Not achieved. Four studies were shortlisted in April 2019, but the activities could not be implemented within the remaining time. 4a. The changes to this DMF indicator (the inclusion of four studies) were made during the memo extension in April 2019. However, the TCR explained that a final decision on the terms of reference for the study and the identification of suitable experts could not be concluded within the 12 Attachments INTERNAL. This information is accessible to ADB Management and staff. It may be shared outside ADB with appropriate permission. 4b. By 2019, a national level PPP conference to discuss TA outputs and PPP policy framework. Exposure visits to Philippines (for advanced PPP projects and framework) and United Kingdom (for contract renegotiation) 4c. By 2019, one PPP framework or toolkit developed for the assisted states, where required, with recommendations for enhancing PPP agenda based on the review of existing state institutional and regulatory PPP framework. 4b. Partly achieved. There were no specific new capacity building needs assessments conducted but the State Administrative Training Institute, Government of Karnataka, availed of the PPP expert’s support for delivering PPP training modules such as the “Training program on PPPs for Government of Karnataka Officers” and the “Orientation Program for Officials from Smart City Special Purpose Vehicles in Karnataka” to more than 400 officials . 4c. Partly Achieved. The PPP expert supported the Government of Karnataka’s PPP enabling framework development by (i) providing inputs on the institutional strengthening of PPP in the Infrastructure Bill, and the Institutional Framework for PPP with Omnibus Importance of Infrastructure Act; and (ii) reviewing the organizational chart of Karnataka State Industrial and Infrastructure Development Cooperation to strengthen the institutional framework for developing PPP projects. remaining time of TA implementation. 4b. The TCR noted (under Efficiency) that the national conference and exposure visits were not conducted. Instead, the TA supported the delivery of training programs on PPPs, as well as provided inputs on the institutional framework development for developing PPP projects for the Government of Karnataka. The TCR did not elaborate further on the reasons for this. 4c. The TCR indicated this as partly achieved but did not elaborate on why the indicator was not fully achieved by project closure.
