William Sydney Porter (September 11, 1862 – June 5, 1910), better known by his pen name O. Henry, was an american writer known primarily for his short stories, though he also wrote poetry and non-fiction. His works include “The gift of the magi", “The duplicity of hargraves", and “The ransom of red chief", as well as the novel Cabbages and Kings. Porter's stories are known for their naturalist observations, witty narration, and surprise endings.
“The Cop and The Anthem" has only one character who is given a name, the protagonist “Soapy." it is made clear that soapy is homeless, one of the underclass men and women who flocked to New York city during the earliest years of the twentieth century.
The short story's narrative is set in an unstated day in late fall. Soapy faces the urgent necessity of finding some sort of shelter for the winter. He is psychologically experienced in thinking of blackwell's island, the local jail, as a De Facto winter homeless shelter, and the narrative shows him developing a series of tactics intended to encourage the police to classify him as a criminal and arrest him.

Soapy came to a restaurant where only the wealthy people came every evening. the head waiter saw the broken shoes of Soapy and forced him out. Hence, his first attempt was a failure. 2. Soapy then came to a second restaurant. After eating the food there, Soapy said that he had no money to pay. The waiter then threw him out instead of calling the cop. 3. He had another idea to break a glass window with a stone. Soapy stopped after seeing a policeman arriving there. However, instead of arresting him, the policeman thought wrongdoers don’t flee the crime scene and hence he didn’t arrest Soapy. 4. This time he began shouting like a drunk man in front of the theatre. The cop thought that he was a college boy and hence left him. 5. Soapy then saw the umbrella of a man buying a newspaper. He then came to the decision of stealing it. Soapy then took the umbrella and the man kept following him. Soapy then told him to call the cop who was standing at a corner. The man refused to call the cop because he himself had stolen the umbrella. 6. After changing his mind, just then a cop came there and he asked Soapy that what he was doing there. Soapy then began to argue with him due to his new confidence. However, the cop took him and the judge gave him three months prison sentence on Blackwell’s Island.
After many failture attempts, suddenly the cop came next to him and he asked from Soapy what he was doing there. Soapy then began to argue with him due to his new confidence.
