In accordance with the Law of the Republic of Uzbekistan "On Education", a general secondary nine-year education was established, upon completion of which all students continued their education in secondary specialized educational institutions or in vocational colleges. The transition to the new education system was carried out in stages. Within the framework of the first stage (1997-2001) of the National Personnel Training Program, 300 educational institutions of a new type were opened. In the field of secondary specialized education in the regions of the country, business schools were opened on the ground, professional courses were opened in secondary schools, based on the requirements of the market economy, new specialties were included in the training program (farmer, tax and customs service worker, auditor, etc.). From 1997 to the present, more than 1400 professional colleges and about 200 academic lyceums have been built. Despite the fact that they were assigned to the relevant organizations and universities, the educational process at this stage was organized effectively and attention was paid to the employment of college graduates, in this area it was not possible to achieve satisfactory results. Reforms in 2017. The reforms undertaken to improve the education sector have not yielded the expected results. The accumulated problems required a radical reform of the sphere, the use of the experience of the developed countries of the world. 2017 was a period of fundamental reforms in the system of general and secondary specialized vocational education. Based on the opinions and proposals received by the People's Reception offices and the virtual reception of the President, as well as the results of surveys conducted among parents of graduates of the country's schools, on the initiative of President Shavkat Mirziyoyev, a transition was made from compulsory 9 + 3, i.e. 12-year education to 11-year education. In 2017 alone, 9 million copies of textbooks were published for students of the 10th grade and almost 10 thousand secondary schools made the transition to 11-year education. This is carried out in parallel with the process of admission to academic lyceums and professional colleges. The wishes of parents and students are taken into account. Of the more than 466,000 students who graduated from mainstream school in the 2016/2017 school year, 288,000 continued their studies in the 10th grade. The system of pre-school education is the primary, the main link in continuing education. Preschool education until children reach the age of 6-7 years is carried out in families, kindergartens and other educational institutions. In accordance with the scientific conclusions of experts, 70% of the information received by a person for a lifetime, he receives in the period up to 5 years. Kindergarten education is important for children to grow up healthy, highly educated and qualified, with great potential. In order to further improve the system of preschool education, strengthen the material and technical base, expand the network of preschool educational institutions, provide qualified pedagogical personnel, the President of the Republic of Uzbekistan Sh.M. Mirziyoyev on September 30, 2017 signed the Decree "On radical improvement of the management of the preschool education system". In accordance with this document, the Ministry of Preschool Education was organized. The new ministry includes the Ministry of Preschool Education of Karakalpakstan, the Main Department of Preschool Education of the city of Tashkent, regional departments of preschool education and their city and district departments.
